The Ministry of Community Safety and Correctional Services, Ontario Provincial Police, Bureau Commander of Business Management is seeking a Technical Analyst to provide technical support, analysis, expertise, advise and recommendations for complex technology solutions and technical improvements to Ontario Provincial Police data systems and applications, focused on data system interconnectivity, effective user interface and enhanced analytical capacity.

Ability to pass an OPP background security investigation.

Possess valid Ontario Driver's Licence.

Ability to achieve Ministry technical accreditation standards.

Ability to work on a regularly scheduled on-call basis

Knowledge, Skills and Abilities:

Knowledge of current and emerging: Microsoft Operating Systems for servers and desktops; Microsoft Office products and all related applications; Virtual Private Network (VPN) hardware and software; Firewalls and Public Key Infrastructure (PKI) applications; Network communication protocols; network architecture and topologies; imaging and OS/application patching support methodologies & tools; handheld technologies; virtualized environments; archive and backup methodologies; NAS and SAN storage technologies; disaster recovery environments.

Knowledge of risk management principles and methods to develop and make recommendations related to complex project initiatives.

Knowledge and experience of project management principles for ITIL implementation in multiple phases of the project life cycle. Possess effective time and project management skills to work effectively under pressure, organize work, lead a team and direct tasks and assignments to meet deadlines.

Knowledge of policing issues, methods and techniques; Federal, Provincial, guidelines and directives, for the management and development of network/application/operational services within recognized management practices and ITIL principles.

Demonstrated experience in oral/written communication skills to make presentations to senior management staff, interact with end users and the vendor community; to conduct training seminars; to prepare discussion papers, briefing notes, recommendations on acquisition of data systems; to write technical documentation for application and network application procedures and protocols (e.g. backup and disaster recovery procedures) and operating procedures/instructions; explain technical solutions to non-technical ministry and senior personnel; define user needs to software vendors/designers.

Job requires analytical and evaluative skills to identify root cause, determine and resolve technical malfunctions; and recommend solutions such as programming/application changes and reconfiguration of hardware/software.

Demonstrate skills to utilize programming tools, languages and design program specifications encompassing program structure & logic, data flow and construction to OPS standards.

Employ multi-tasking skills as work on mission critical applications requires immediate response and attention, which may supersede scheduled work due to re-prioritizing of duties to meet requirements. Time pressures to restore certain systems to functioning status to minimize downtime, and complete server and equipment refreshes by deadline to avoid monetary penalties.

Knowledge of computer concepts, systems development methods and techniques; information architecture data modeling, object oriented and traditional structured programming knowledge; and Internet and other emerging technologies to coordinate installation and testing of equipment and new systems, and provide feedback on performance. Provide analysis, developing and implementing approved new/re-engineered business process standards.

Possess analytical and problem solving skills are required to identify business processes, procedures and decision flows and to develop and recommend responses; to assess operational and corporate implications/impacts of policy/program decision-making.
