What can I expect to do in this role?

You will be responsible for:
• providing authoritative technical advice and expertise on the design, development, deployment and ongoing operation of complex integrated systems and technology platforms that are aligned with our ministries' strategic priorities and digital services transformation objectives
• conducting research and analysis, and providing interpretation of technology trends, challenges and opportunities, particularly in the area of digital identity, as it relates to government service delivery
• identifying complex systems issues, determining areas of risk, and recommending innovative alternatives and options for resolution
• providing input into strategic/operational plans and project management policies and standards
• determining approach and developing business cases for systems solutions
• developing reports and recommendations to support senior level decision-making

How do I qualify?

Technical Knowledge:


You have demonstrated knowledge of:
• systems/platform architecture, design, development, deployment and integration principles, practices and technologies such as Java, .NET, CRM Microsoft Dynamics
• systems integration principles, practices, tools and techniques, to oversee and ensure the full integration of multiple components in multiple design platforms
• identity and access management products and services to inform digital identity plans and services
• IT security solutions in a complex environment, including corporate I&IT security strategy, policies and plans, current and emerging IT security and contingency principles, methodologies, mechanisms and techniques
• current and emerging I&IT trends, operational methods and technologies (i.e. hardware platforms, software, networks, databases, applications common business systems, technology infrastructure and operational services, testing and implementation methodology)
• current methodologies pertaining to systems analysis, design, development, testing and implementation methods, data, applications, networking and security
• architectural domains, infrastructure technologies and development standards to review, provide authoritative advice, lead and coordinate the development and delivery of complex technology solutions
• business intelligence related problems using social media and analytics tools such as Oracle SRM, Hootsuite etc.

Technical Experience:


You have demonstrated experience:
• providing service delivery management, resource management and operational planning for multiple complex systems platforms
• assessing and evaluating client's program delivery platform needs and developing systems integration strategies to ensure components are fully integrated
• identifying and assessing the impacts of new solutions or enhancements on existing services and infrastructure for performance, sustainability and robustness
• identifying, assessing and resolving technical problems throughout the design, development and implementation life cycles on diverse platforms such as Java, .NET, CRM MS Dynamics
• identifying, assessing and resolving Business Intelligence related problems using Social Media and analytics tools such as Oracle SRM, Hootsuite etc.

Analytical and Problem Solving Skills:


You have knowledge of or experience:
• risk management principles and best practices to anticipate and understand the potential for risk in system failure/critical incidents
• developing risk management strategies and protocols to mitigate and minimize risk
• the ability to interpret and apply knowledge of OPS/Cluster/Ministry I&IT strategies, plans, operational and service delivery policies, directives, best practices and standards
• developing performance measures for project evaluation, assessing and/or developing contingency plans for problem resolution situations
• assessing ongoing system platform performance, identifying necessary changes/improvements, and overseeing implementation to sustain platform performance
• assessing and resolving critical incidents and develop protocols for dealing with/avoiding future incidents

Communication and Interpersonal Skills:


You have:
• advisory skills to provide authoritative and persuasive technical advice
• interpersonal and stakeholder relations skills to maintain effective internal and multi-jurisdictional client relationships
• oral and written communication skills to prepare and present complex technical information and recommendations to non- technical audiences (e.g. senior management, clients, stakeholders)
• consultation and collaboration skills to lead client discussions to identify I&IT solutions and provide technical expertise for strategy and systems platform development

Procurement and Project Management Skills:


You have knowledge of or experience:

• negotiating customer service agreements and resource requirements to develop project scope and timelines
• project management principles, methodology, tools and best practices
• leading and managing multiple, concurrent, complex systems design and delivery projects to meet and sustain government program requirements
• service level agreement (SLA) development and management policies (e.g. OPS procurement policies and procedures
• managing vendor/service providers selection and service level agreements
• planning and leading all phases of complex multi-ministry and jurisdictional projects
