About the job
You will:
• provide recommendations to senior management about adequacy of the organization's financial risk control strategies, structures and systems.
• provide financial expertise and analysis for the ministry's corporate accounting and financial reporting functions; provide financial and business planning advice and direction.
• identify, develop and propose ways to improve the overall effectiveness of procedures and policies in order to encourage compliance and maintain the integrity of the system.
• manage projects in accordance with functionally related legislation, financial, accounting and business policies, procedures and approval processes to ensure soundness and adherence to key government and ministry business directions.
• provide strategic and business advice and recommendations to senior management on a range of accounting and financial management risks and impacts; confirm/authorize the accuracy/integrity of the ministry financial information, produce/prepare financial statements and related variance/qualitative analysis.
• develop strategic resources for ministry use (e.g. resource materials) to support planning and performance measurement activities.
• develop models and conduct research and analysis into new business planning and performance issues and processes to assess suitability for ministry application.
What you bring to the team
Business financial and accounting expertise:
• You have knowledge of economics, auditing, business and accounting principles, financial/cost accounting, and financial planning and management.
• You have knowledge of and experience working with assurance and control frameworks and generally accepted risk management, governance and control framework principles and practices.
• You have experience interpreting and applying financial, accounting and administrative directives, policies, legislation, guidelines and processes in your work, to ensure compliance and make recommendations.
Analytical, research and problem-solving skills
• You have the ability to apply research and analytical methods and techniques, including statistical and quantitative analysis.
• You have the ability to assess the effectiveness of current programs and policies and recommend and implement systems, processes and procedures.
• You have the ability to identify and evaluate trends, potential risks and future impacts as well as identify potential problems and develop, recommend and implement appropriate strategies.
• You have the ability to analyze and interpret financial information, research options and identify best course of action.
• You are proficient with computer operation, including financial information systems and audit applications and databases, to identify and analyze financial data and create risk analysis profiles, develop models with complex variables, develop spreadsheets and customized reports.
Communication, advisory and interpersonal skills:
• You have advisory and consulting skills to provide advisory services, technical expertise and recommendations.
• You have negotiation, persuasion, conflict resolution and consensus-building skills to lead consultations with stakeholders,
elicit cooperation, courses of action and participation from program areas, as well as resolve issues while maintaining close working relationships.
• You have the ability to prepare, edit and present clear, concise products such as reports, planning documents, draft policies and procedures, briefing notes, manuals, correspondence and communication plans.
• You have presentation skills to make briefings, chair working groups and provide training.
Project management and leadership skills:
• You have project management and leadership skills to lead/coordinate projects that cross program areas.
• You can develop project plans and critical paths, schedule activities, provide technical support/expertise, track concurrent projects and assess if milestones have been met.
