Are you looking for an exciting and challenging opportunity to apply your knowledge and experience in emergency management? The Ministries of Community and Social Services and Children and Youth Services are seeking a motivated team player with strong communication and analytical skills to help shape the future of emergency management in these two large complex, decentralized ministries.

As the Emergency Management Advisor you will be a contributing member of a small team of emergency management professionals and act as a ministry expert and provide advice on the delivery of the emergency management program.

About the job

• Develop, implement, distribute and evaluate emergency management priorities, policies, programs and plans
• Lead/conduct complex policy research, risk identification, monitoring, analysis and assessment of a broad range of issues, trends and directions
• Prepare material including briefing notes, presentation materials, speeches and position papers for senior management
• Lead team projects and activities related to emergency management
• Support the ministry's 24/7-365 response to threats and emergencies as a Duty Officer, Incident Lead or supporting officer as required

Note: During actual emergencies or planned simulations, you may be required to be available 24/7 to work scheduled shifts, including evening and/or weekend hours.

What you bring to the team


Emergency Management Knowledge and Experience

• You have knowledge and experience in emergency management
• You can understand the processes and procedures related to emergency social services delivery mechanisms
• You can interpret and apply legislation, policies, standards, and accountability structures related to emergency management
• You are able understand the Incident Management System and Ontario's emergency management framework

Project Management and Policy/Program Development Knowledge

• You have knowledge of policy/program development and related methodologies
• You are able to understand approval processes, research tools, risk assessment, evaluation methods/techniques associated with policy and program development
• You have project management skills to support emergency management priorities, program delivery and emergency response plans

Communication, Leadership and Consultation Skills

• You demonstrate oral communication and presentation skills to provide information in a clear and effective manner
• You know how to prepare a variety of written materials (briefing material, correspondence, issues reports, etc.)
• You are a strong leader with the ability to provide advice, demonstrate tact and diplomacy as appropriate and build strong working relationships
• You can consult with and build consensus among different groups to gain support of policies and programs and emergency response activities

Analytical, Problem-Solving, and Research Skills

• You can analyze information to identify and resolve issues and develop policy options/recommendations
• You can conduct research, identify risks, analyze and assess a range of emergency management policy, program and planning issues, trends and directions.
• You are able to problem solve in an emergency management context in high pressure situations.

Computer Skills

• You have experience using computer software to perform research and prepare materials using various office based software programs such as Microsoft Word, Excel, PowerPoint, and Outlook.
