About the job

Manage the definition and implementation of data and information repositories and ensure effective planning, development, implementation and delivery of strategic sourcing analysis and reporting services including analytical support for sourcing, procurement and supplier relationship management (SRM) activities.

Provide consistent and accurate reporting to internal clients across the organization on procurement spend and savings, data collection, analysis, and supplier performance metrics.

Provide technical guidance and expertise to the Procurement Services team members, WSIB management, and when interacting with external suppliers and stakeholders related to all areas of procurement data and information.

Develop and maintain effective working relationships and communication with the client areas of Finance and the lines of business and working with the Assistant Director, Procurement Services and Manager Procurement Quality to develop and improve Procurement and related information and data practices.

What you bring to the team


Major Responsibilities:

1. Define and manage strategic sourcing and procurement data and information stewardship by:
• Designing, developing and enhancing support systems for sourcing/procurement activities including category spend analysis, financial modelling for bid analysis, lease vs. buy modeling, total cost of ownership modeling, cost benefit analysis, process analysis
• Creating and standardizing processes of data collection, analysis, warehousing, data management and by improving efficiency of data and information collection and access
• Ensuring risk management, quality management and continuous improvement systems are established to analyze and evaluate the effectiveness and cost benefit of services and programs established through the procurement process and used across Procurement Service and client areas
• Providing technical advice and guidance to Procurement Services management and staff, and other internal clients on the processes of data collection, analyses, warehousing and data management of spend data and supplier reporting
• Determining and advising staff, Procurement Services team and client areas on information presentation strategies related to the information to be communicated related to all procurement functions

2. Create and manage procurement analysis and reporting by:
• Designing, developing and enhancing support systems for sourcing/procurement activities including category spend analysis, financial modelling for supplier response analysis, lease vs. buy modeling, total cost of ownership modeling, cost benefit analysis, process analysis
• Developing various specialized regular and ad hoc reports including supplier/provider report cards and distributing to appropriate internal stakeholders; providing analysis of costs, utilization and trends that contribute to increases/decreases in spending
• Developing various data discovery tools to be made available to procurement and internal stakeholders. Delivered via the most appropriate platform
• Determining scope of claim file reviews to identify pre-sourcing spend details; verifying that supplier/provider payments reflect negotiated pricing; initiating recovery of over-spend

3. Support the procurement process and metrics collection by
• Collaborating with Category Managers and Specialists to create supplier reports to capture supplier performance metrics; creating scorecards, inputting supplier data, and analyzing and reporting on supplier performance
• Defining and ensuring that Supplier representatives provide the necessary reporting and raw data to establish fast and smooth high quality data provision for WSIB reporting purposes
• Working with the procurement team and frontline management to identify and recommend policy and/or process changes which positively impact health care costs in relation to contracted purchases
• Developing and ensuring compliance to spend and savings calculation methodology. Reviewing industry best practices and produce most appropriate guidelines for the WSIB. Drive buy-in for methodology with WSIB financial reporting and audit stakeholders.
• Assisting in review and documentation of Procurement department processes. Participating in the recommendation and production of technical solutions to ensure compliance to process requirements and drive efficiency

4. Manage the ongoing process control and provider / supplier audit and review function
• Providing administrative leadership to ensure that the appropriate review of provider billing for compliance to WSIB payment policies and guidelines.
• Processing recoveries where appropriate and when necessary, working with other WSIB healthcare payment processes.

5. Provide data collection and analytical technical advice and expertise:
• To internal team members, WSIB management, client lines of business with respect strategic sourcing, contract management and supplier management information and data collection, repository strategies and in collaboration with Finance Reporting.
• To internal stakeholders including but not limited to Procurement Services, Health Services, Business Technology Services, and Specialized Claims Services and CBIA

6. Manage Procurement Analysis and Reporting staff by:
• Developing and maintaining employee teams within legislative and policy requirements; ensuring employees are provided appropriate performance objectives and development programs
• Providing guidance and ongoing coaching and feedback to direct reports
• Providing administrative leadership to the team by ensuring the team is efficiently and effectively organized and staffed
• Ensuring that staff are properly trained and developed and that they receive regular performance appraisals; that the work is properly allocated and processed; that quality and quantity of work meets requirements

Job Requirements:

1. Education:
• Bachelor's degree in business/commerce. Bachelor's degree with supporting courses specified above, or equivalent experience

2. Experience:
• 6-8 years in a strategic sourcing and supplier management role

3. Technical or Professional Qualifications or Certifications /
Designations:
• Background in various programming languages and working with Microsoft office, Cognos, PeopleSoft and other BI & reporting tools
• Sound knowledge of Procurement and Strategic Sourcing processes
