About the job

Our I&IT Enterprise Architecture team provides leadership and expertise in the development of enterprise architecture, reference models and roadmaps, including application, infrastructure and cloud system elements and incorporates subject matter expertise, governance and design in order to implement, coordinate and maintain the I&IT technology strategy and I&IT product roadmaps. We are seeking a Senior Manager, I&IT Enterprise Architecture to oversee the design of the organization's enterprise architecture in alignment with the corporate technological vision and direction to support the organization's strategic and operational goals.

Key Responsibilities

•Leads, defines and monitors the Enterprise Architecture (EA) team's yearly operating plan and performance objectives to monitor for quality and excellent delivery of services.
• Oversees the design of the organization's EA, ensuring it is in alignment with the corporate technological vision, and direction to support the organization's strategic and operational goals.
• Manages the development and implementation of management and governance practices and frameworks to ensure consistency, quality, reliability and integrity.
• Provides leadership towards defining policies and standards to guide the development, integration, implementation and maintenance of Metrolinx's IT infrastructure and systems.
• Leads the EA team regarding the direction of existing and potential corporate / I&IT solutions, emerging solutions, and new I&IT products; (From Customer/Stakeholder).
• Provides expert opinion on the effectiveness and completeness of product roadmaps and alignment with Metrolinx I&IT and other applicable cross-organization roadmaps.
• Bridges the gap between business and technology and communicates architecture-related concepts to both technical and non-technical audiences across the organization's business functions.
• Assesses the business/technical feasibility of vendor designs and advises on the impact to current and future systems.
• Works in collaboration with other I&IT teams and service delivery agencies to facilitate the exchange of information as it pertains to strategic annual architecture plans.
• Provides technical advice to delivery teams (internal and vendor) regarding EA questions, technology risk assessments, technical designs, problem resolution and delivery issues.
• Provides expert opinion to key Business and I&IT stakeholders on the effectiveness and completeness of business and technology strategies and alignment with Metrolinx I&IT and other applicable cross-organization strategies.
• Validates that product designs, configurations / developments and resulting implementations follow the latest reference architecture, ensuring that the results meet the expectations of I&IT stakeholders and business users who use the product.
• Advises on the effectiveness and completeness of business and technology strategies, ensuring alignment with Metrolinx I&IT and other applicable cross-organization strategies.
• Develops and monitors KPIs and / or metrics to measure the success of the team.
• Provides resolution to escalated team issues (i.e. policies, programs, strategy).
• Chairs EA governance committees (e.g. Architecture Review Committee).
• Leads the provision of continuous improvement services to mature EA related policies, processes and practices, through understanding of EA global best practices.
• Develops and manages annual and long-term budgets and staffing plans that adhere to corporate standards and applicable legislation; meets service delivery objectives and manages team activities within budgetary limits.
• Directly manages a team of professionals in a single work group performing related tasks.
• Provides senior leadership oversight and direction to staff and project teams (e.g. defines team member roles, responsibilities, and expectations); delivers timely feedback to ensure a cohesive operational unit and the optimum use of team skills; manages staff and monitors work assignments to ensure adherence to timelines; monitors the achievement of performance objectives; develops and implements action plans to address performance gaps.

Qualifications

• Completion of a degree in Business, Engineering, Systems Design, Computer Sciences or a related discipline – or a combination of education, training and experience deemed equivalent.
• Minimum ten (10) years' experience of contributing to the success of a range of midsize-to-large initiatives with above average levels of complexity and business criticality.
• Minimum ten (10) years' progressively senior experience in Information Technology with significant exposure to enterprise architecture planning, design, development, implementation and maintenance.
• Serves as the organization's Subject Matter Expert (SME) in one or more of the following architecture domains, including: information architecture, infrastructure architecture, application architecture, business architecture and/or security architecture to provide advice/expertise on I&IT product roadmaps and delivery;
• Expert knowledge and understanding of the latest concepts in EA through EA certification (i.e. TOGAF, Zachman);
• Leverages technical expertise to validate that product designs, configurations / developments and resulting implementations follow the latest reference architecture, ensuring that the results meet the expectations of I&IT stakeholders and business users who use the product;
• Knowledge and understanding of the application of Integrated Delivery Methodology (Software Development Lifecycle and Project Management Lifecycle) and supporting collateral to manage the integration points between solutions within a Product and the integration between various I&IT products (when required);
• Management and leadership skills to: manage a team of professionals; develop long term staffing/capacity plans; provide oversight/lead staff/teams across the organization on cross-functional program implementation initiatives; comfortable working with remote team members.
• Knowledge of Human Resources legislation (e.g. Employment Standards Act, Occupational Health & Safety Act, etc.) to monitor and manage employees and contractors, including experience in the application of collective agreement provisions, and develop and manage staffing plans that adhere to corporate standards and applicable legislation.
• Knowledge of project management principles and practices to manage projects and teams at a complex level that involve all forms of project delivery.
• Relationship management, influencing, facilitation and negotiating skills and political acuity to: introduce new ways of thinking and working (i.e. DevOps, Lean, Agile, Bimodal IT); to provide expert opinions and advice to stakeholders; identify and resolve issues;
• Budgeting skills and experience to develop and manage budgets within budgetary limitations.
• Interpersonal and oral/written/presentation skills to brief/update senior/executive leadership, prepare project/program related reports and materials, deliver presentations and provide subject matter expertise to consultants, staff, and decision-makers.

Examples of relevant designations:

• Enterprise Architecture certification (i.e. TOGAF, Zachman) an asset.
• IT Architecture Certification (ITAC) an asset.
• Agile certification (Agile Certified Professional, Certified Scrum Product Owner) an asset.
• Information Technology Infrastructure Library (ITIL) Foundations an asset.
