About the job

The Risk & Insurance unit is seeking a Claims and Insurance Specialist to lead the development of policies, processes and tools related to insurance and claims. In addition, this specialist will provide informed analytical support to business units; understand the insurance and claims impact on business processes (e.g. legal, and procurement requirements) in order to evaluate current and future business activities, and deliver timely and accurate operational excellence.

Key Responsibilities

• Leads the development of policies, processes, and tools to support the insurance and claims processes by:
- Developing corporate, divisional or departmental processes and procedures that are based on best practice, and ensure adherence to those of the overall corporation
- Ensuring that timely, high-quality, standardized and consistent documentation is developed and provided to executives
- Participating in and/or leading claims management discussions for projects,
- Analyzing the development of claims and insurance trends, providing updates and developing reports that strategically informs decision-making for senior management to protect Metrolinx's interests and mitigate liabilities
- Providing analytical, editorial, and research support to inform internal stakeholders
- Developing, reviewing, and monitoring the quality and accuracy of monthly reports for internal distribution
• Participating in the contract review process providing technical expertise as the department or Team Lead (e.g. development of insurance clauses, response to RQQ/RFP questions on insurance, reviews third party agreements etc.)
• Acts as the escalation point for Claims & Insurance Officers to lead and facilitate resolution of complex first and third party claims, by:
o Evaluating, investigating and assessing claims,
o Examining claim documentation, such as witness statements, medical and police reports
o Providing interim information to claimants by telephone or by correspondence
o Managing and processing first and third party claims to initiate the recovery of all losses subject to subrogation
o Establishing and maintaining claim/insurance files,; preparing and distributing reports; gathering, correlating, and forwarding documents to initiate defence of action; presenting claims against third parties for submittal in litigation cases for court purposes, ensuring accuracy and timely completion

• Reviews any new policies, endorsements, and renewals from the broker for accuracy, clarifying any discrepancies, terms, or unusual wordings with broker and bringing any anomalies to the attention of Manager;
• Processes billings for insurance policies, endorsements, and broker fees including review and consolidation of any accounting discrepancies prior to submitting for Managers' approval
• Represents Metrolinx in negotiating/mediating settlements up to a given limit of authority and in liaison with legal counsel
• Negotiates effective solutions with vendors and contractors; recommends contract improvements
• Negotiates with contractors to develop insurance clause contract changes and/or solutions to problems as they arise
• Provides subject matter expertise to business leaders, and partners, assists in interpretation of data for decision-making and provides commentary
• Works closely with internal and external auditors and other consultants, to maintain financial integrity of the business and increase understanding of financial applications, controls, and standards
• Develops commentary and presentations on financial analysis and reports for senior management and presents them to aid decision-making
• Develops and delivers internal training seminars across the organization
• Manages contract, budget, and administration issues
• Manages insurance broker contract and RFP process
• Maintains relationship with insurance provider, adjusting firm and other external vendors to maintain contemporary knowledge and understanding of the industry, products, and processes
• Provides regular updates to manager on budgets and claims or insurance issue status, identifies areas of potential concern
• Reviews underwriting data relevant to insurance policy renewals
• Assists supervisor with managing capital and operating budgets by coordinating program budget information (e.g. variance reports, budget forecasts, activity levels, financial analysis)
• Coordinates complex claims and insurance reviews under pressure to meet schedule commitments
• Develops contract administration terms and conditions (e.g. quotations, negotiations, procurement, acquisitions, and dispute resolution)
• Administers and authorizes payments for approval to meet contract terms and conditions

Qualifications

• Completion of a degree in Business Administration, or a related discipline – or a combination of education, training and experience deemed equivalent
• Minimum six (6) years' experience in processing complex first and third party claims, and initiating the recovery of related losses
• Certifications or Designations Canadian Risk Management (CRM) or Chartered Insurance Professional (CIP) designations would be considered assets. Knowledge of claims processing techniques, insurance processes and terminologies, and budgetary practices and controls
• Knowledge of the public transportation sector and related legislative and regulatory structures
• Analytical and problem solving skills to identify issues, anticipate adverse effects, risks and potential problems and develop solutions; to interpret insurance coverage, terms, conditions, and contract language
• Research and analysis skills to analyze previous claims to determine liability and to stay abreast of best practices and trends in the insurance field
• Oral/written/presentation skills and computer systems and software (e.g. MS Word, PowerPoint, Excel, etc.) to develop and present commentary, reports, and presentations on analysis to senior management to aid decision-making, to develop a variety of correspondence and to develop and participate in internal training seminars
