About the job

Our Results Based Planning Office is seeking a Funding and Financing Account Manager to lead and coordinate funding submissions to federal, municipal and other funding/financing sources to support requests for future funding requirements and leads financial and business planning activities to support the development of the Metrolinx Business Plan and long-term plans.

What you bring to the team


Key Responsibilities:

• Responsible for leading the selection of Metrolinx projects for federal infrastructure funding with input from across Metrolinx, ensures the appropriate internal approvals and leads Metrolinx negotiations with Ministry of Transportation and the Ministry of Infrastructure on Metrolinx project selection.
• Leads ongoing review of non-traditional funding opportunities for specific programs such as Leads Metrolinx input to federal funding program design for infrastructure projects to help inform project eligibility and the distribution of federal funding across Canada.sustainability initiatives, energy retrofits and other energy conservation programs, social programs referenced to transit, etc.
• Co-ordinates municipal funding requests to support both future capital infrastructure investments and operating subsidies
• Responsible for Metrolinx input and requirements under funding Contributions Agreements and ongoing.
• Provides leadership in the development and implementation of the financial portion of the business case policy and framework, ensuring consistency and alignment of business case submissions across Metrolinx business units to support evidence-based decision making.
• Leads Metrolinx in the consideration of future financing options that may be directly or indirectly available to the Corporation.
• Leads and co-ordinates ongoing review of future funding opportunities including dedicated funding for both future operating costs and additional capital investment.

Qualifications

• Completion of a degree in Business, Accounting, or a related discipline or a combination of education, training and experience deemed equivalent. Master's degree in Business Administration, Economics, Public Administration
• Minimum six (6) years' related experience, experience in federal/provincial/municipal relations is considered an asset.
• Accounting designation is an asset
• Project management, organizational, time management skills to lead development of federal funding proposals, financial analysis and results-based planning projects.
• Understand complexities of large transfer payment programs like federal funding programs/payments.
• Expert understanding of funding and financing opportunities used worldwide to support growth in transportation/transit services.
• Expert negotiation skills to support multi-billion negotiations with various funding sources.
• Collaboration, relationship management skills to liaise effectively with senior management, business/program unit management/staff across the organization and provide advisory/consultative services to support/inform business planning and financial analysis activities and decision making.
• Verbal/written/presentation skills to develop reports, option papers, briefing notes, proposals and present to senior management, executives, MTO, MOI, INFC and federal treasury board.
• Team leadership building competencies/skills to motivate a team and set high standards and clear expectations.
• Analytical, evaluation, problem solving, decision making skills to lead and coordinate complex and comprehensive analysis, timely and accurate assessment and evaluation of business analysis and planning, and financial activities and identify and analyze short- and long-term impacts, options and strategies related to Metrolinx's RbP and business case submissions, TB submissions, and related reporting requirements.
