The Ministry of Community Safety and Correctional Services, Ontario Provincial Police, Municipal Policing Bureau seeks a qualified individual to provide expertise, financial analyses, and ongoing support and services for OPP Municipal Policing Bureau. To prepare costings, conduct research, analyze and prepare submissions and to participate in financial planning, assist in the preparation of reports and provide support for internal and external stakeholders.
What you bring to the team
Mandatory:
Ability to pass an OPP background security investigation.
Knowledge, Skills and Abilities:
Knowledge of Financial Administration Act, Generally Accepted Accounting Principles; government and ministry accounting policies, procedures and program evaluation practices; MGCS Internal Operating Policies, Ministry business processes to conduct and prepare financial analyses in support of strategic operational and business planning processes and to perform detailed costing analyses, budget preparation, statistical analysis and to prepare reports.
Knowledge of research skills to research financial controls and budget forecasting methods to recommend improvements to existing methods and procedures. Knowledge of the municipal policing services program and relevant policies and procedures and contracting related to the Ministry of Finance and Treasury Board Secretariat.
Organizational, analytical and project management skills to determine objectives and priorities, and plan, direct and coordinate various projects within established timeframes.
Mathematical skills to create and troubleshoot complex mathematical formulae and perform detailed calculations.
Knowledge of computer applications software including Excel, Access and MS WORD to analyze and manipulate statistical data; maintain databases; plan, manage and track financial contracts; and produce reports.
Oral communication and interpersonal skills to deal with a range of stakeholders such as OPP staff, municipal financial staff and municipal council members to provide information and advice on financial issues and their implications; resolve financial disputes and invoicing issues; collaborate on disseminating information; and discuss analyses and expenditure control. Written communication skills to prepare narratives, financial reports, summaries, municipal correspondence and other documentation.
Analytical skills to interpret and analyze financial and statistical data/information; identify and resolve issues related to the accuracy and verification of data; resolve problems or conflicts arising from the allocation and estimate process; and assess the impact of changes in proposed terms.
