About the job

In this role, you will:
• provide epidemiological advice and clinical expertise in multiple clinical areas, including laboratories and genetics to support government health care decision making related to the planning, assessment, implementation and evaluation of health care service delivery and funding opportunities in Ontario,
• provide information management and data expertise and support to management and staff throughout the Branch and Division, with focus on laboratory information management,
• support the Branch and Division's mandate and priorities, including modernization strategies within Ontario Health and Insurance Plan (OHIP),
•analyse and provide costing, trending, modelling; and support test utilization management and appropriateness initiatives in the Branch and Division,
• design, plan, coordinate and conduct epidemiological information research using a range of methodologies and resources in multiple OHIP specific areas such as laboratories and genetics,
• design analytical frameworks for the assessment and evaluation of research findings; determine standards for data measurement, eligibility and quality; and lead/conduct data/information analysis related to clinical outcomes and the review of new technologies and technology funding particularly in the areas of laboratories and genetics.

What you bring to the team


Technical Expertise:

• You have knowledge and experience in conducting epidemiology research and large-scale data analysis
• You have knowledge to effectively assess and evaluate proposed health technology and clinical innovation proposals and initiatives
• You have knowledge of health economic theory and of critical issues related to innovative health technology and clinical innovations
• You have knowledge of the mandate and strategic directions of the Ministry/Branch/Division, to conduct epidemiological research that supports strategic objectives, and to provide related reports and recommendations
• You have knowledge of the epidemiological trends at local, provincial, national and international levels, and understanding of critical issues related to laboratory and genetic tests/services/programs/policy, to provide advice on laboratories and genetics planning, implementation and management issues.
• You have knowledge of Medical Laboratory Technology, Laboratory Medicine, clinical/laboratory information systems, Quality Management, Utilization Management, standards (technical/financial) and nomenclatures
• You have knowledge of Health care legislation (e.g., Public Hospitals Act, Health Insurance Act, Laboratory and Specimen Collection Centre Licensing Act).

Research and Analysis:

• You have excellent knowledge and experience in research and analytical methods and computer database applications
• You have research and analysis techniques including, data collection, survey instruments, bibliographic research, computer database applications, and
statistical analysis, to conduct research and analysis in relation to new laboratory and genetic tests/services/programs/planning projects, or Branch policy issues
• You have knowledge of the operations and capabilities of statistical databases (SPSS and SAS) and database management, to analyze epidemiological data, prepare reports and presentations, and create databases for information retrieval.

Communication, Facilitation and Advisory Skills:

• You have demonstrated oral and written communication to prepare and present research findings and presentations, and to produce comprehensive technical/progress reports.
• You are able to present and explain complex data clearly
• You have demonstrated strong team and relationship management skills.

Organizational and Project Skills:

• You have project management, political acuity and analytical skills to plan, coordinate and manage a variety of complex projects within tight timelines
• You have knowledge of project management principles/methods, and organizational skills, to plan and lead research and analysis projects to timelines and in concert with Division/Branch deliverables.
