In this role, you will:
• Provide advice, guidance and recommendations to ministry financial and program management leads regarding public sector accounting and financial reporting in accordance with Public Sector Accounting Board Standards and OPS accounting policies and guidelines, to support financial and business planning and ministry financial management
• Coordinate, oversee, and monitor financial policies, tools, systems and procedures that enhance the efficiency and effectiveness of the ministry's financial reporting
• Prepare Public Accounts and other required financial support within stated deadlines and in accordance with Treasury Board Secretariat instructions for submission.
• Prepare reports, develop and deliver senior level presentations and provide strategic financial advice
• Develop and deliver training material to ministry clients regarding ministry and central agency accounting/reporting requirements
• Lead and support projects aimed at improving business processes and meeting corporate objectives
What you bring to the team
Technical Knowledge:
• You have knowledge, accounting and reporting principles, policies and practices, including Generally Accepted Accounting Principles (GAAP) and Public Sector Accounting Board standards (PSAB) and knowledge of/ ability to gain knowledge of OPS accounting policies and guidelines
• You have comprehensive knowledge of the decision making process, accounting and financial management processes and accounting principles
• You have knowledge of complex financial analysis and program planning
• You have experience providing guidance and recommendations to management
Analytical Skills:
• You have experience working with and interpreting financial and administrative guidelines, standards, directives, policies and processes
• You have knowledge of Public Sector Accounting Board Standards to asses and support financial and business planning and ministry financial management processes
• You have experience performing financial/cost benefit analysis, developing financial models with complex variables and conducting research to support decision-making and the development of policies/programs
Communication and Interpersonal skills:
• You have excellent relationship building and communication skills to support the provincial Auditor General throughout annual audit of the ministry's public accounts
• You have proven communication skills to prepare business cases and reports, develop and delivery presentations to Senior Management and provide training, instructions and advice
• You have consultation and negotiation skills to obtain agreement on business planning issues and promote approval of ministry submissions
• You have interpersonal and advisory skills to develop and maintain effective working relationships and lead consultations with stakeholders
• You have negotiating skills to influencing corrective action, advise on risk assessment strategies and processes, and recommend action in response to audits
