About the job
The Alcohol and Gaming Commission of Ontario (AGCO) is a regulatory agency that reports to the Ministry of the Attorney General. The AGCO is responsible for regulating the alcohol, gaming, horse racing and private cannabis retail sectors in Ontario, in accordance with the principles of honesty and integrity, and in the public interest.
The AGCO has a contract opportunity for a Program Manager, External Stakeholder Education. As the successful candidate, you will play a key role in the development of an education plan and strategy for the organization. In this role, you will have a strong internal presence to promote and champion the education plan and strategy, as well as be responsible for working with internal and external stakeholders to develop education and training initiatives and oversee the administration of the Orders of Monetary Penalty (OMP) fund. The position reports to the Director of Communications.
What you bring to the team
Responsibilities include:
• Supporting the development and implementation of an agency-wide education plan and strategy;
• Leading consultations with staff from across the agency as well as external stakeholders to ensure educational needs are met, and to identify and prioritize educational initiatives for appropriate stakeholders.
• Overseeing both the internal OMP funding program, the ETA Fund and funding of initiatives developed by or in partnership with external stakeholders.
• Ensuring education, training and awareness initiatives support AGCO strategic objectives and that funds are administered appropriately and spent pursuant to the proposals.
• Evaluating funding proposals to determine eligibility for funding, based on established eligibility criteria, to create an environment more conducive for regulatory compliance.
• Overseeing approval, monitoring, evaluation and reporting of funding processes, and based on expertise and analysis, make recommendations for necessary program adjustments.
• Working in close partnership with internal training teams on the continued development of an e-learning strategy for the agency.
• Providing expertise and support to internal and external partners to translate educational requirements into effective e-learning, blended, and in-person programs.
• Evaluating training content and implementation plans and adjusting as required to ensure content is accurate meaningful and current.
The ideal candidate should have:
• Bachelor's degree in Education or Business Administration or in a related field
• Professional certification in adult education and post graduate education in a relevant field is considered ideal
• Expert knowledge of adult learning theory gained through formal education or extensive work experience
• Strong knowledge of instructional design, educational technology strategies (including e-learning)
• Foundational knowledge of project planning/management, communication principles, media, and marketing techniques
• Highly developed networking and relationship-building skills
• Excellent ability to collaborate effectively with a wide range of stakeholders
• Astute political savvy
• Excellent verbal and written communication skills
The successful candidate must be eligible to work in Canada and will be subject to an enhanced criminal background check.
