The Alcohol and Gaming Commission of Ontario (AGCO) is a regulatory agency that reports to the Ministry of the Attorney General. The AGCO is responsible for regulating the alcohol, gaming, horse racing and private cannabis retail sectors in Ontario, in accordance with the principles of honesty and integrity, and in the public interest.

The Communication & Corporate Affairs Division is looking for a Director of Corporate Affairs and Governance to lead the AGCO's government relations, issues management, corporate accountability and corporate social responsibility initiatives to advance AGCO strategic objectives. The role is also responsible for providing strategic guidance and administrative support to the Horse Racing Appeals Panel (HRAP) tribunal which is an independent adjudicative body mandated to hear appeals of decisions made under the Rules of Racing. Members are appointed to the Panel by the Board of the Alcohol and Gaming Commission of Ontario (AGCO).

Reporting to the Corporate Secretary & Chief Corporate Relations Officer (CCRO), the successful candidate will oversee the effective operations of the Corporate Affairs and Governance Branch, direct the day-to-day operations and administration of the Horse Racing Appeal Panel (HRAP) tribunal, support the CCRO with board governance and administration, and provide leadership to an exceptional team.

About the job

In this role, the successful candidate will:
• Lead, coach and empower a team of professionals fostering high performance and positive individual/team engagement.
• Build and maintain a mutually supportive relationship with government to ensure that the AGCO is positioned to positively influence public policy and government initiatives that impact the AGCO.
• Provide government relations support to AGCO Divisions by developing strategies to successfully navigate government decision-making processes and structures.
• Lead AGCO issues management initiatives to protect AGCO reputation.
• Lead the work to develop and oversee overall corporate compliance framework for the agency to ensure compliance with the law and government directives, including monitoring and assurance of compliance with policies and processes.
• Establish, implement and lead the AGCO's Corporate Social Responsibility programs.
• Support Corporate Secretary by providing operational and administrative support relating to all aspects of the Board.
• Ensure the Horse Racing Appeal Panel (HRAP) tribunal operations and Panel member responsibilities are conducted consistent with the MOU between the HRAP and the AGCO, legislation and government directives.
• Identify and lead projects to enhance the efficiency and effectiveness of the tribunal, including development of performance measures and ongoing reviews and consultations on its Rules of Procedure.

What you bring to the team

• University education in business administration, public policy, law or a related discipline.
• Excellent knowledge of government processes, procedures and decision-making structures.
• Strong political acuity and ability to influence decision-makers to ensure positive outcomes for AGCO objectives.
• Considerable experience managing issues in a high-profile setting.
• Exceptional communication and interpersonal skills, with the ability to work in partnership and collaboratively with internal and external stakeholders at all levels.
• Strong problem-solving skills honed in a fast-paced environment.
• Proven leadership experience, with the ability to engage and inspire staff to succeed in a fast-paced and changing environment.
• Knowledge of risk management principles and techniques preferably as applied by government.
• Demonstrated experience with policy development.
• Knowledge of the legislative and regulatory frameworks associated with the alcohol, gaming, horse racing and cannabis industries in Ontario.
