The Information and Privacy Commissioner of Ontario is an independent officer of the Legislature with a multifaceted mandate in the areas of privacy protection, access to government held information, and access to one's own personal information and health records.
We currently have an opening for a Chief Financial Officer and Director of Corporate Services, reporting to the Commissioner. In this role, you will be responsible for the leadership and direction of the IPC's Corporate Services group, including finance and procurement, human resources, information technology, security and facilities management. The Director ensures that effective and efficient corporate services and resources are in place to support the plans and priorities of the organization and its operations.

About the job
• Provide financial expertise and leadership including in (i) planning, monitoring, controlling and reporting on the IPC's budget; (ii) preparing the annual estimates for the Legislature; (iii) providing data analysis to inform risk-based decision-making; (iii) preparing for annual financial audits; and (iv) reviewing contracts and expenditures to ensure proper policies and procedures are followed
• Provide guidance and leadership for the IPC's human resources function including in respect of (i) staffing plans; (ii) talent acquisition, development, management and retention; (iii) staff training and development; (iv) workforce statistics; (v) payroll and benefit coordination through the Legislature; (vi) performance management and evaluation; and (vii) health and safety issues
• Provide guidance and leadership for the IPC's information technology and security function, including in (i) identification of IT and security needs; (ii) auditing and monitoring of systems and infrastructure; and (iii) reviewing software and hardware vulnerabilities and related mitigation measures
• Provide guidance and leadership for the IPC's corporate support services including: (i) purchasing, asset tracking, storage and distribution of equipment and supplies; (ii) telecommunications; and (iii) mail services, facilities management, office security, and health and safety
• Provide guidance and leadership for the IPC's corporate strategic planning process, and make recommendations regarding the development and implementation of the organization's goals, policies, and operational plans
• Oversee a system of enterprise-risk management and make recommendations on appropriate risk mitigation strategies
• Provide guidance and leadership in the development and implementation of corporate policies and procedures on financial, human resources, and information technology matters
What you bring to the team
Mandatory requirements
You have a Chartered Professional Accountant designation. You have a university degree in business, finance or a related field. A master level degree in business administration or a related field is considered an asset.
You have a minimum of five years' experience in financial management at a senior level (manager or higher) in the public sector.
You also have a minimum of five years' experience in project management at a senior level in the public sector.
Experience in the information technology field is considered an asset, as is experience in the management of corporate services in the Ontario public sector.
You have excellent knowledge and understanding of financial management in the public sector including financial forecasting and reporting, budgeting, financial procedures and controls and purchasing/contracting requirements.
You have excellent project management skills and the ability to plan and effectively manage information technology and other projects on both a large and small scale.
You have an understanding of the broader public sector environment in Ontario, and of the role and function of the IPC.
You have excellent leadership skills, you are a strategic thinker and are able to innovate and problem solve to bring about sustainable organizational change as well as direct and manage day to day operations for effective service delivery.
You have the ability to use relevant computer programs (including Windows Office 365 Outlook, Word, Excel, and PowerPoint), databases and the internet.
You have excellent oral and written communication skills.
Fluency in both official languages is an asset.
