The Opportunity
The Lean and Continuous Improvement Office is the Centre of Excellence for Lean in the OPS. We work with all ministries to help make things simpler, faster, and better for the people of Ontario. We love to solve problems, cut red tape, find efficiencies, and streamline how things work.

We are looking for great people to join our multi-disciplinary, inclusive and collaborative team that drives government transformation using lean and continuous improvement, user experience, and service design methods.

As a Senior Business Analyst, you will lead various types of lean projects and engagements with ministry partners to optimize, streamline and continuously improve programs and services, and provide coaching and training to keep building lean and continuous improvement methods in the OPS. This is one of the most exciting and innovative places to work in the OPS today.

These positions are located at 595 Bay St, Toronto, however alternate work arrangements may be available.

About the job

As a Senior Business Analyst (Lean and Continuous Improvement), you will:

• Facilitate and lead a variety of continuous improvement workshops and collaborative sessions with ministry partners to understand problems that need to be solved and to find solutions to optimize, streamline and continuously improve programs and services
• Assist ministry partners with empowering teams to undertake their own lean projects and continuous improvement journeys
• Use and promote lean tools, standards, approaches, and key performance indicators
• Collaborate with ministry partners to develop problem briefs, value stream maps, improvement recommendations and experiments, implementation plans, and other lean products and reports
• Collect, synthesize, analyse and use data to document, make decisions, and measure improvements
• Advise and coach ministry partners on lean improvements using lean and continuous improvement methods, data and facts to build the case for change
• Provide training and coaching on lean methods and practices to ministry partners to build lean capacity and drive the adoption of lean and continuous improvement across the Ontario Public Service

What you bring to the team

Business Analysis (Lean and Continuous Improvement Experience and Knowledge):

• You have experience applying lean and leading lean and continuous improvement projects
• You have knowledge equivalent to Lean Six Sigma Green Belt, as well as understanding of service design, user research, and change management methods.
• You have experience utilizing Lean Six Sigma tools such as Problem Briefs, Value Stream Mapping, Cause-and-Effect Analysis, Kanban, Kaizen, and other tools to understand the problems that need to be solved and to find solutions to optimize, streamline and continuously improve programs and services.

Business Analysis (Experience and Analytical Skills):

• You have experience leading and facilitating structured workshops and discussions with staff, management, senior management, users, and other stakeholders to gather program and process information, brainstorm root causes, propose and prioritize solutions, and run experiments.
• You can systematically collect, synthesize, and analyse complex information and data, identify trends, and draw strategic conclusions and recommendations.
• You can identify opportunities to optimize, streamline, scale and continuously improve programs and services and develop improvement experiments, data-driven recommendations, and actionable implementation plans.
• You have experience developing performance measures for projects and initiatives.
• You have experience leading development of business cases, including conducting environmental scans, risk assessments, developing mitigation strategies, performance measures, identifying trends, and developing recommendations.
• You can use data and information visualization tools to effectively and clearly present complex information

Problem Solving (Data, Analytics and Measures):

Relationships, Influence, Facilitation and Communication:

• You have experience leading and facilitating structured workshops and discussions with staff, management, senior management, users, and other stakeholders to gather program and process information, brainstorm root causes, propose and prioritize solutions, and run experiments
• You have experience leading projects, activities and team members towards successful completion.
• You have knowledge of project management to plan projects, prepare project plans, manage change, resolve issues, and provide project guidance.
• You have experience building relationships, liaising with staff, management and senior management, users, and other stakeholders.
• You have verbal and written communication skills, political acuity, and exercise good judgement, to provide advice to senior management.
