If so, consider this opportunity with Transportation Infrastructure Management Division as a Senior Contract Innovations Analyst, where you will use your extensive knowledge of project management, transportation engineering and operations, policy and program development and communication/marketing strategies to advance alternative contracting models in a team environment.

About the job

In this position, you will:
• Lead project staff in the development of policy, procedures, and manuals, explain work assignments, provide advice and guidance, and ensure timelines and project requirements/deliverables are met.
• Provide technical advice, support and guidance to staff and senior management on innovative contract and oversight models, specifications, contract documentation, operational guidelines, and change initiatives.
• Monitor the effectiveness of policies and procedures to identify issues, develop recommendations for senior management.
• Develop marketing and communication strategies related to implementation of new initiatives, products, and services, and deliver training programs.

NOTE: We currently have the following vacancies:
• 1 permanent, located at 159 Sir William Hearst Avenue, Toronto
• 1 permanent, located at 615 James Street, Thunder Bay. However pending the results of the competition, consideration will be given to the successful candidate to allow them to work either at 615 James Street, Thunder Bay or at 1355 John Counter Blvd, Kingston (location will be based on the successful candidate's current home or work address and other operational needs).

What you bring to the team


Technical Knowledge

• You have extensive knowledge of program/policy development, operational planning, financial management and human resources management to lead projects related to development and implementation of contract delivery, governance and oversight approaches.
• You have knowledge of asset management principles and contract management principles of private and public sector partnerships to conduct analyses, monitor trends and issues, evaluate oversight models, and provide advice and expertise.
• You have working knowledge of project planning, business and change management skills and techniques, program analysis methods, and adult education techniques.

Communication and Interpersonal Skills

• You have advanced written communication skills to prepare project findings, reports, analyses, complex contract specifications, briefing materials and correspondence, and to assist with reviewing ministry policies, standards, procedures and manuals using standard software programs.
• You have advanced oral communication skills to present written documents, represent the branch on committees and task forces, and deliver training programs.
• You utilize developed relationship management skills to develop strong working relationships with partners and build consensus to resolve contract disputes and implement change initiatives.
• You have the ability to work in a team environment in both leadership and supportive roles.

Project Management Skills

• You have extensive project management skills and knowledge in order to successfully lead projects related to contract delivery and governance and oversight approaches within tight timelines.
• You have experience with communication and marketing strategies to promote strategic initiatives and lead training programs.
• You have experience providing guidance and advice to senior management and regional offices on technical and policy issues (i.e. with contracting innovations).

Research and Analytical Skills

• You utilize analytical skills to research and assess qualitative and quantitative information related to multi-dimensional contract management issues/ problems.
• You utilize problem-solving skills to develop approaches to resolve complex contract disputes and to develop practical methods and guidelines for use by others.
• You use analytical skills to assess cost-benefits, risks, change management implications, funding pressures, identify implications of proposed changes, implementation issues, and medium and long term impacts of changes.
• You have the ability to identify opportunities for innovation and facilitate transformation of opportunities towards implementation.
