About the job

The IWOS Contract Manager applies best practice contract management (of the WSIB) to the role, including but not limited to supplier obligations, oversight tools & techniques and controls.

They ensure the operational results of the IWOS groups are strategically aligned with the requirements of the program and overall objectives of the organization.

This position is responsible for selecting program participants, monitoring performance, overseeing budget and maintaining relationships with IWOS groups.

What you bring to the team


Major Responsibilities:

1. Select which groups should be offered contracts for peer support services which includes evaluation of past performance including services provided, accurate and timely reporting, working within approved budgets.
2. Monitor and assess overall performance against established standards, performance targets and service levels. Create evaluation tools to evaluate the success of the funded groups and create a selection process for future groups. This will include:
• Making recommendations on the following:
o Building a business case to add groups in new centers when service needs are identified across the province
o Increasing funding for groups when required based on budget increases
o Eliminating funding to groups that have previously received funding
• Putting on hold or reducing funding of groups due to lack of adherence to service agreement and/or poor performance.
3. Approval of budgets, expense reports and auditing of expenses aligned with the service agreement/contract
• Ensure that budgets include only approved expenses and amounts are reasonable as per contract term
• Review and approve group quarterly reports, validating expenses to ensure they are compliant with the service agreement/contract
• Work closely with the groups to address unclear expenditures and recover any costs for non-compliant expenditures
• Obtain required approvals and processing invoices
• Work closely with finance to ensure timely payment of invoices
• Ensure timely invoicing/reporting and payment of agreements
• Ensure that the groups are working within the approved capacity as per the agreement.
4. Develop and manage relationships with the IWOS groups
• Work closely with groups to ensure understanding of service agreement obligations and service expectations
• Ensure access to subject matter experts for any policy, process, model changes
• Obtain feedback from groups received through information gathering and/or surveys with injured people
• Identify situations of potential risk to the WSIB and/or our reputation and determine next steps for immediate action and escalate where necessary
• Settling disputes regarding contract interpretation or compliance
5. Consolidate and review group activities report
• Review and approve forecast of group activities for the year
• Reconcile the quarterly activities report with forecast activities
• Ensure ongoing alignment with program objectives
6. Update service agreements, reporting templates and activities report
• Work closely with legal for any adjustments to the service agreement
• Work with other areas for input on reporting templates (finance) and activities reporting
7. Perform other duties as assigned.

Job Requirements:

Education:
• Post secondary diploma up to three years in project management or accounting/finance or procurement, or contract management.

Experience:
• Two years prior experience in contract and/or vendor management, bookkeeping, forecasting and budgeting.
