About the job

You will:
• provide financial services, advice and analytical expertise on business and financial planning and analysis; budget coordination; expenditure management; financial policy development and co-ordination; and financial tracking and reporting
• provide issues management expertise, and analytical and advisory services to projects that promote and support the use of evidence-based analysis of key ministry program funding against program specific and system-wide strategic risks and economic patterns for financial and non-financial reporting requirements
• identify research requirements, synthesize results and make recommendations on program-related issues

What you bring to the team

Financial Expertise

You have knowledge of and skills in:
• general government financial management principles, policies and processes, financial management frameworks and guidelines; relevant legislation; understanding of financial documents and knowledge of program analysis
• budget allocation processes, expenditure forecasting, variance and risk analysis to provide advice and support
• planning, development, analysis, control and monitoring of financial information and functions of financial systems to ensure accuracy/integrity of financial information provided for business planning
• performance measurement and reporting to participate in analysis, interpretation and communication of performance data
• evidence-based scenario development; funding, fiscal management theory, practice, fiscal planning cycle and processes, trends and directions; financial management and risk management principles and practices

Analytical and Problem-Solving Skills

You can:
• interpret and assess financial information requests and formulate and provide timely effective recommendations to senior management
• interpret and apply financial directives and policies in support of business planning, budget development/ management and financial forecasting, reporting and analysis requirements
• analyze financial issues/problems, variance reports and funding shortfalls and formulate and recommend solutions
• analyze proposed policy changes, new initiatives and fiscal problems, examine cross-program implications, identify financial risks, and recommend business plan/financial solutions for review by management
• evaluate financial performance, assess cost efficiency and fiscal/financial risk potential of ministry corporate/program options/activities, and advise on resolving accounting financial issues for effective business planning and financial management
• analyze corporate/program trends, identify current and potential issues, and recommend business plan modifications; including conducting qualitative and quantitative data analysis to ensure data accuracy and integrity

Consultation and Client Relationship Skills

You have:
• consultation and client relationship skills to develop and maintain good working relationships with ministry managers and central agency staff to negotiate decisions in the ministry's best interests
• the ability to deal tactfully with stakeholders regarding varying issues
• political acuity and commitment to customer service to take a long-term perspective in understanding and addressing partners' and stakeholders' issues and needs, while ensuring sustainability of successful outcomes over time

Organizational and Coordination Skills

• You have organizational and coordination skills in order to plan/prioritize activities, provide direction to staff, coordinate the integration of information from multiple sources and ensure that frequently tight and conflicting deadlines are met.

Communication Skills

• You have communication skills to prepare and present briefing notes, in-year submissions, business cases, financial reports/data to senior management and central agencies, and to explain financial analysis, discrepancies or other areas of concern to non-technical audiences.
• You can apply your knowledge of training and adult learning theories, principles and practices and communication techniques to support the development, design and delivery of the branch's annual training program.
• You have presentation and influencing skills to provide business planning guidance to senior management and staff.

Computer Skills

• You have knowledge of computer applications including spreadsheets, word processing, presentation software and understanding and knowledge of financial database (e.g. ORACLE etc.)
