If so, consider this opportunity with the Treasury Board Secretariat, Cluster Applications Branch of the Central Agencies I&IT Cluster. In this role, you will use your business, technical, and system development skills to deliver solutions, particularly in the Business Intelligence and data analytics portfolio for our clients.

Note: These positions are located at 33 King Street West, Oshawa; however, alternate work arrangements, including flexible hours, telework (remote work), and a compressed work week may be available.

About the job

In this role, you will:
• Provide leadership on projects including leading other project team members to analyze business needs in relation to program and service delivery requirements.
• Conduct feasibility studies and cost/benefit analysis on business and technical systems initiatives.
• Prepare estimates of cost and resource requirements, and plan and coordinate schedules.
• Provide technical expertise and advice in complex systems analysis and design.
• Prepare technical recommendations in alignment with I&IT and client strategic priorities and goals.
• Coordinate and oversee Quality Assurance Testing and implementation of systems and applications.
• Collaborate with stakeholders including clients, vendors and I&IT service providers, to meet service delivery requirements.

Please note: You may occasionally be required to perform maintenance activities and/or respond to emergencies outside the scope of a “normal” working day, 9 am to 5 pm.

What you bring to the team


Communication Skills:

• You can lead discussion of systems development options and technical processes among the project team.
• You can lead client meetings and workshops to validate business requirements.
• You can lead discussions with the development team and other delivery partners to translate business requirements into system requirements.
• You can discuss development and operational recommendations, given limitations and considerations, in clear non-technical terms.
• You can prepare project reports and presentations, business cases, and systems documentation and manuals.
• You can provide input to the negotiation of contracts with vendors of services, equipment, hardware, and software, within pre-determined parameters, including assigning, reviewing, and ensuring quality of work.
• You can deliver presentations to the development and client audiences.

Technical Knowledge:

• You have knowledge of business systems and infrastructure technologies in order to provide leadership in the identification and evaluation of information technology options for business areas, the development of new systems or systems modifications, and the deployment of, or enhancements to infrastructure solutions.
• You have hands-on operational experience utilizing technical knowledge and expertise within cloud and virtualization.
• You can assist in the development, documentation, and validation of policies, processes and/or procedures relating to a variety of cloud concepts and standards.
• You have knowledge of theory and principles of systems design and development, and related methods, techniques, and practices, to provide leadership for the analysis and definition of business and information technology requirements, design, development, testing and implementation of systems solutions, and evaluation of hardware and software.
• You maintain current knowledge of trends and advances in information technology.
• You have production support experience, including knowledge of service activation and sustainment practices and processes.
• You have the ability to quickly gain knowledge of the tax and social benefits programs processes.

Analytical and Problem-Solving Skills:

• You have the analytical and problem-solving skills required to assess business priorities and needs of business areas.
• You can evaluate business and technical design alternatives.
• You can propose IT solutions which are cost-effective and improve program/service delivery for business areas.
• You can establish use cases and traceability matrices based on business requirements.
• You can analyze systems performance to identify potential opportunities for improvement in areas such as virtualized environments, hardware infrastructure, backup and archive systems, data storage environment, and cloud environment systems and services.
• You can assist in the development of metrics and reporting, i.e. Cloud, Midrange platforms

Project Planning Knowledge:

• You have knowledge of project planning methodology and theory, along with the ability to acquire and apply knowledge of the Ministry IT plan, to support the IT business planning process.
