About the job
In this role, you will:
• Lead the development of frameworks and tactics that influence best practice and culture change across the Ministry of Government and Consumer Services (MGCS);
• Design, develop, and implement communications strategies and engagement plans that include change management objectives and key messages that help programs leads/ users to navigate, understand and apply effective change leadership tactics and strategies;
• Design, lead and facilitate key stakeholder consultations to develop and implement strategic communication plans to promote the benefits and sustainability of change;
• Lead the effective design, development and implementation of engagement tools for information-sharing (e.g., websites, presentations, workshops, emails, newsletters, etc.);
• Partner with program leads to conduct change management and organizational readiness assessments to determine the scope of change, number of employees impacted, current and future state process mapping;
• Lead the development and management of innovative change management recommendations to advocate for a positive influence for a healthy and engaged MGCS work environment;
• Lead consultations, focus groups, workshops, presentations and meetings with staff and executives to drive faster adoption of change, improved system utilization and greater proficiency of the changes to ensure minimal business disruptions.

Technical Knowledge:
You have:
• knowledge of change management theories, methodologies, best practices, tools and techniques including Lean Six Sigma methodologies;
• knowledge of government structure, diversity of business lines and divisions including their priorities and objectives, and political decision-making processes and protocols;
• knowledge of principles, theories, concepts, practices and techniques of strategic communications and engagement solutions.
Interpersonal and Influencing Skills:
You can:
• build rapport and credibility as an agent of change and establish a trusted advisor/partner relationship across the ministry and the Ontario Public Service;
• engage various internal stakeholders, provide explanations for change strategies and convince stakeholders who may have opposing needs, unique issues, and objectives to agree on accepting the change strategy;
• collaborate with staff, managers, project sponsors/ change agents and steering committees to support the design and execution of activities that drive change in organizational culture and business processes;
• provide advice and guidance at the project start-up phase on appropriate change management approaches to drive faster adoption.
Analyzing and Problem-Solving skills:
You can:
• identify issues and opportunities to improve or develop new strategies and change management approaches based on organizational readiness assessments, challenges and risks;
• identify, assess and prioritize risks forming part of change activities and provide recommendations, solutions and/or approaches to ensure successful acceptance of changes;
• apply change methodologies and principles, types and stages of change management and develop an approach to suit culture and complexity across the ministry.
Decision Making and Responsibility Skills:
You can:
• lead and provide direction to cross-functional teams through all aspects of the change management plan;
• conduct key stakeholder analysis to increase support and assess interest and position relating to the implementation of change management strategies, systems, policies, programs, and best practices;
• coach senior leaders and executives in helping them fulfil the role of change sponsor and to manage a range of issues;
• identify resistance and working to develop and implement corrective actions plans.
