The Ministry of the Solicitor General, Ontario Provincial Police, and the Commander of Fleet, Supply & Weapons Services Bureau (FSWSB) are seeking a collaborative leader to manage the procurement, distribution, warehousing, inventory, testing and disposal of uniforms, supplies and equipment, and fleet parts and accessories for the OPP ensuring timely, efficient and cost-effective service delivery in accordance with legislative and policy requirements and OPP and government business planning goals and objectives.

FSWSB's broad scope of business impacts every member of the OPP. Bureau members work behind the scenes to provide planning, procurement, fleet management, vehicle services and Garage Operations to ensure the OPP is well equipped for daily operations. • Lead and manage a team(s) in the delivery of a program or service operation and contribute to financial, business, strategic planning and evaluation processes.
• Identify financial, material and human resources needs, manage and control the operational/program/project or activities budget. Contribute to long term financial and resource planning.
• Promote a values-based and inclusive team through employee engagement, communicate program deliverables, setting and evaluate performance standards, recommend merit increases, identify staffing needs, and make hiring decisions, recommend discipline where required, and promptly address employee relations matters.
• Develop and sustain internal and external stakeholder relationships to coordinate shared interests.
• Ensure compliance with regulatory, legal, financial, collective agreements and ministry policy commitments and advise senior management of sensitive issues/matters.

• Ability to pass an OPP background/ security investigation.
Knowledge, Skills and Abilities:
• Knowledge/Understanding: Strategic directions, policies, programs and service delivery models. Human resources practices, policies, directives and collective agreements. Financial and administrative procedures. Project management principles and methodologies. Relevant federal and provincial legislation, statutes, policies, regulations and standards to assess local requirements and conditions, and recommend policy and procedural changes. Knowledge of supply management, contract management and procurement-related legislation, agreements, policies, principles, procedures and best practices. Knowledge of product construction, operation and materials handlings theories, methods and techniques. Thorough understanding of operational and business supply requirements to manage the testing, procurement, distribution, inventory, warehousing and record keeping relating to uniforms, fleet parts and accessories, and other supplies and equipment.
• Program Responsibility: Ability to manage the timely, efficient and cost-effective acquisition, and distribution of supply services. Ability to monitor, and comply with the fiscal budget, including operating budget, revolving inventory, and consolidated funds. Ability to manage the implementation, and evaluation of equipment and uniform services.
Analytical Thinking: Ability to identify and assess issues, monitor the asset base, customer needs, review current trends, emerging technologies, and risk management principles, in order to recommend improvements.
Planning and Coordinating: Ability to plan the delivery of a program, operation, service or project. Demonstrated ability to coordinate consultation and advisory meetings relating to program/service initiatives with external and internal stakeholders, partners and consultants. Planning and coordination skills to distribute work assignments, monitor programs and policies, and direct vendors/suppliers contract management.
• Leadership and Guidance: Ability to communicate values, strategies, expectations, and to promote an engaged and inclusive environment. Ability to ensure that identified organizational standards and operational goals are met by contributing to succession planning; establishing performance standards; conducting regular performance management reviews; determining the organization of the work unit and by building individual and team competencies.
• Interpersonal and Communication: Ability to discuss product and supply management issues, provide technical expertise and direction to program staff, and managers in other ministries. Ability to resolve issues with staff, clientele, and suppliers regarding the ordering and distribution of products, operations, and related matters. Demonstrated ability to provide guidance and resolves issues with staff, clientele, and suppliers regarding the ordering and distribution of products, operations, and related matters. Ability to write reports, prepare briefing notes, present ideas, and receive information from internal and external stakeholders
