About the job
In this role, you will:
• provide project management, professional engineering and technical expertise to staff, management, senior leadership, clients, and stakeholders in support of programs and projects, proposals and activities related to the natural resources management and environmental programs
• provide support in the development of legislation, regulations, policies and/or standards under relevant natural resource management and environmental legislation
What you bring to the team
Mandatory requirements
• You must be a licensed Professional Engineer by Professional Engineers of Ontario (PEO).
• You must have a valid class 'G' driver's licence or equivalent, as recognized by the Province of Ontario. The offer of employment is conditional upon the successful candidate providing proof that they have a valid driver's licence upon being hired.
Technical expertise:
• You have knowledge and technical expertise in the theories, principles, and practices of petroleum, environmental and/or geotechnical engineering theory, design and/or construction.
• You have knowledge of relevant federal and provincial legislation/regulations, trends and developments in the academic and engineering communities related to natural resource management and environmental management.
• You are knowledgeable about procurement and contract management policies, procedures and practices with respect to hiring technical or engineering consultants, detailing objectives and scope, calling for proposals, evaluating/recommending selection and administering consultant agreement(s).
Communication and interpersonal skills:
• You have proven negotiation and conflict resolution skills to support the review of proposals; to participate in technical forums where conflicting and/or competitive viewpoints may exist; to negotiate resolution of highly intricate and/or contentious issues; and defend the ministry position at public meetings, stakeholder, industry and indigenous consultations.
• You have demonstrated communication skills to prepare and deliver seminars and workshops and to exchange information of a highly complex, and technical nature to a variety of audiences.
• You have proven written communication skills to document research findings; develop information packages; prepare a broad range of progress reports, options, and presentations; respond to inquiries and develop briefing materials and correspondence.
• You can develop and maintain effective working relationships with internal and external stakeholders who may or may not have competing interests/priorities.
Leadership and project management:
• You have project planning/management knowledge, as well as, organizational and coordination skills to lead and/or participate in the delivery of major, concurrent projects for a variety of ministry programs, including program development, target setting, work scheduling and budget planning, budget monitoring and project reporting.
• You have the ability to lead end-to-end aspects of medium to large scale engineering projects, that are technically complex in nature.
• You can provide in-depth and highly technical engineering advice and guidance to staff and clients and provide training on relevant statutes, policies, standard, and procedures.
Analytical skills:
• You have the ability to analyze and make recommendations for the resolution of a variety of multi-faceted issues and incidents that are highly technical and complex in nature.
• You have cognitive and abstract reasoning skills to improve on existing strategies and development new/alternative solutions for the program area.
• You have highly developed evaluative skills to conduct audits, assess issues, evaluate technical reports, studies, proposals, projects, and emergency plans.
