The Research Planning and Management Unit (RPMU) in the Ministry of Health (MOH) is looking for two detail-oriented individual with strong administrative and stakeholder engagement skills in the role of Research/Planning Analyst.

The core mandate of RPMU is to manage the Applied Health Evidence Program (AHEP), an MOH program that funds research and evaluation projects to support key government priorities. RPMU also carries out knowledge mobilization activities to foster the practice of evidence-informed decision-making in MOH.

The Research/Planning Analyst will be responsible for managing various Transfer Payment Accountability Agreements (i.e., grants) and work with various MOH program areas and external researchers in developing the grants and tracking deliverables. The Analyst will also manage various knowledge mobilization programs at RPMU and help strengthen the relationship between researchers and MOH knowledge users.

About the job

In this position, you will:
• Coordinate and provide effective administration of research grants, including developing Transfer Payment Accountability Agreements and related documents and communication
• Liaise and manage the relationships with internal and external stakeholders to track Ministry's evidence needs and ensure that those needs are met by funded researchers
• Conduct knowledge mobilization activities to foster a culture of evidence-informed decision-making in the Ministry
• Experience developing and managing Transfer Payment Accountability Agreements is an asset

What you bring to the team


Technical Knowledge

• You have knowledge of research methodologies and techniques, including quantitative and qualitative research, to support research and provide advice
• You have knowledge of the research landscape in Ontario and Canada and you have an understanding of how research is conducted, from the development of protocols to data collection, and knowledge translation
• You have knowledge of program and policy evaluation and development principles, along with knowledge of policy/legislative funding processes, to analyze and prepare new policy/program research, analysis, and recommendations
• You have the ability to acquire and apply knowledge of relevant legislation, regulations, models of service/program delivery, funding, governance, and critical issues impacting the health sector

Analytical and Problem Solving Skills

• You can apply conceptual thinking to issues and impact analysis and develop/draft policy options/program frameworks
• You can identify and assess potential risks in the grant portfolio to ensure preventative action is taken
• You can analyze and evaluate research proposals based on established evaluation criteria and make a recommendation on behalf of the Unit for funding
• You can identify and resolve problems in the grant portfolio to ensure productive working relationships with both internal and external stakeholders

Communication Skills

• You have oral and written communication skills and knowledge of public consultation and communication principles and methods, to participate in consultation and survey processes, and draft policy papers, reports, analyses, correspondence, briefing notes, and materials for cabinet submissions
• You have consultation and negotiation skills to develop funding agreements, gain support and influence decision-making related to program and project development issues
• You have proficiency in computer applications such as word processing, spreadsheets, project scheduling and internet to research and prepare materials

Project Management Knowledge and Skills

• You can manage grant competitions, review projects, manage competing priorities, and provide recommendations on policy and program change
