The Ministry of Health's Ontario Health Oversight Branch is seeking a Senior Policy Advisor to lead the development of the Ontario Health implementation strategy which includes integrating multiple provincial agencies and programs into a single agency – Ontario Health. Ontario Health will provide a central point of accountability and oversee key areas of the health care system.

In this role, you will lead the development of the Ontario Health implementation strategy, develop strategies and policy options for senior management while furthering health care delivery across the province. This is a unique opportunity to lead transformative change, work closely with Ontario Health to execute the government's strategy and strengthen quality and performance improvement capacities across the continuum of care.

• provide policy and project leadership and expertise across the Ministry to develop and approve provincial policies and related programs.
• meet division and ministry goals and objectives and respond to a range of related issues.
• build and maintain relationships with program partners and stakeholders.
• promote the Division and Ministry strategic directions and inform ministry policy.

How do I qualify?

Policy Development Skills:

You have demonstrated knowledge in:
• Policy development/legislative and approval processes, policy and research tools, methods and techniques to
provide policy leadership, relationship management and coordination of policy files including identification and resolution of policy options, issues and gaps and management of policy files through the approvals process.
• Health system, health care system trends, models of delivery, funding, governance, and legislation and
understanding of stakeholder issues and concerns, to ensure policies, programs, regulations and legislation submitted by assigned portfolios respond to issues within the health system.
Skills in applying current research methodology/policy development/strategic planning/long range scenario planning tools and techniques
• Program design and evaluation techniques to frame and lead the development, revision, evaluation and communication of policies, standards, regulations and/or legislation.

Project leadership and Strategic Thinking Skills:

You have demonstrated knowledge in:
• Strategic thinking skills to understand the external impact on internal strategy and to consider how present
policies, processes and methods might be affected by future developments and trends.
• Provide project planning and leadership on concurrent policy development projects, program design, regulations and/or legislation which address a wide range of issues within Ontario's health system.
• Defines the vision for long-term targeted outcomes, develop strategic framework, reviews outcomes against expectations and advises how to navigate the appropriate decision making processes.
• Provides advice on social policy issues to sr. management and prepares a range of analyses/communications to support issues management.

Communication and Relationship Building Skills:

You have demonstrated skills in:
• Oral and written communications and presentation skills to prepare and present issues analyses and briefing
papers, and to gain insight into impacts of various messaging.
• Political acuity to appreciate, understand and use the power of relationships, both formal and informal, with
organizations one is working with or as related to the formal political structure of the government and to understand climate and culture.
• Leadership and teamwork skills to provide leadership on project and work teams, work collaboratively within the team and work group, contribute to team activities, projects and client initiatives to achieve group and organization goals
• Presentation and communication skills to conduct consultations and convey ideas to stakeholders and senior management.

Problem-Solving Skills

• You can anticipate and develop strategies/techniques to resolve a broad range of complex program and accountability issues.
• You have demonstrated ability to manage complex and ambiguous problems requiring critical assessment of options.
