The Ministry of the Solicitor General, Ontario Provincial Police, and the Bureau Commander, Chief Firearms Office seeks a qualified individual to process firearms licence applications and to provide firearms licensing information and related services to the public and to Municipal, Provincial and Federal Agencies.

The mandate of the Chief Firearms Office (CFO) is to protect public safety through the administration of the licensing provisions of the Firearms Act and Regulations. The Chief Firearms Officer for the Province of Ontario is delegated authority under the Act by the Minister of the Solicitor General, and is responsible for the administration and delivery of these key components of the Firearms Act:

• licencing individuals and businesses
• approving transfers of restricted and prohibited firearms
• approving shooting clubs and shooting ranges
• issuing Authorizations to Carry
• issuing Authorizations to Transport
• designating Firearms Officers
• designating firearms safety course instructors
The Chief Firearms Office:

• determines the eligibility of Ontario licence applicants to obtain or keep a firearms licence
• issues, refuses to issue, renews and revokes firearms licences
• sets firearms licence conditions

Mandatory requirements

Ability to pass an OPP background security investigation.

Oral and written French Language skills at the advanced level in designated positions.

Knowledge, Skills and Abilities

Knowledge of the Chief Firearms Office, OPP and federal government policies, directives, guidelines and procedures related to specific sections of the Criminal Code of Canada and the Firearms Act and Regulations to evaluate the information obtained on various applications and materials affecting eligibility and to make the correct determination for approval/rejection/referral of applications.

Knowledge of and Federal and Provincial Freedom of Information (FOI) guidelines to correctly determine what type of information can and cannot be shared.

Knowledge of firearms licensing program to provide comprehensive explanations both orally and in writing regarding firearms licensing eligibility and to refer calls appropriately.

Knowledge of and skill in computer operation and software including Microsoft Word, Excel and electronic mail application to produce documents, type correspondence and produce statistical reports.

Knowledge of the Canadian Firearms Information System (CFIS), Records Management System (RMS) Niche, CPIC, to assess licensing eligibility and process applications, and the Canada Firearms Website to provide firearms information to the public.

Ability to track/update status of applications, compile statistical/activity reports and conduct searches to compile information for various reasons.

Knowledge of data entry procedures, terminology and keyboarding skills to input data accurately from other sources.

Knowledge of office equipment such as photocopier, facsimile, scanner, etc. to photocopy material and to transmit correspondence.

Knowledge of records management practices to maintain an organized, up-to-date records system and to locate and correctly file documents. Effective written and oral presentation skills.

Demonstrated interpersonal skills to identify and respond to customers' needs, provide general and specialized information about the firearms licensing program, operate in a team environment and liaise with Area Firearms Officers and federal and municipal agencies.

Ability to exercise sensitivity, tact and diplomacy when responding to requests for information from individuals who are sometimes distraught, overly emotional or irate and when notifying ex-spouses and contacting local police services or courts about license applications.

Effective analytical and evaluative skills to assess eligibility of applicants when reviewing qualifications/status of applicants.

Identifies and analyzes the nature of enquiries or calls, clarifying request and determining how best to respond.

Knowledgeable about office equipment malfunctions and computer program functioning issues, in order to troubleshoot.

Effective problem-solving skills.
