The Case & Grant Management Branch is seeking an experienced IT professional with strong design, development, implementation, operations, project management and customer skills to support the Ministry of Education's business lines and initiatives.

About the job

You will:

• Obtain and review client business requirements and collaborate with cluster staff in the development of strategies that meet clients' needs
• Develop/recommend or lead the development of operations and service management strategies, plans and processes
• Plan, implement and provide support to projects, databases, applications and services that enable the delivery and monitoring of client ministries' services
• Provide lead systems advice and consultative services to clients and technical team
• Provide supervision of both team activities and vendors' performance to ensure project requirements and standards are satisfied

What you bring to the team


Technical skills:

• Experience with the design, development, implementation and operations of large-scale business systems.
• Knowledge of large-scale project management techniques and methodology to lead complex projects and tasks.
• You can develop, document and implement standards, operational processes and best practices based on the ITIL framework.
• Experience in collaborating with I&IT partners to perform infrastructure capacity planning, application readiness assessments and disaster recovery and business resumption planning.
• Experience with enterprise platforms including hardware, software, and cluster technologies such as Oracle Siebel, Oracle OBIEE, Oracle BIP, Oracle UCM, Microsoft Dynamics 365, Microsoft Power apps, Microsoft PowerBI, Microsoft DevOps, and Azure Services.

Project management and leadership skills:

• Ability to apply your knowledge of and skills in planning and coordinating all technical activities related to delivering I&IT solutions that meet project commitments and client expectations
• Project management skills and knowledge of administrative policies and directives to ensure compliance with respect to procurement of technology and services, tendering process, contract negotiation/administration and budgeting processes to lead projects, develop project plans, schedules and resources required that meet cluster and client expectations and are congruent with OPS, cluster and ministry's goals and mandates.
• Leadership skills to provide direction, training and mentorship to the team by creating work plans, assigning and tracking work, establishing priorities, monitoring quality, explaining work procedures and resolving issues to ensure that business requirements are met.
• Organizational skills to lead and coordinate concurrent projects, ensure criteria, resources and commitments are maintained, and meet project time lines and objectives.

Analytical and problem-solving skills:

• Discover and assess innovative new technologies, new architectures, solutions and creative approaches to project management and outcomes to meet client business requirements.
• Perform root cause analyses to identify varied and technically difficult project or solution problems where the source may be in hardware, software, communications, security breach, process or requirements.
• Translate cluster and client ministries strategic goals and objectives into work specifications and plans for own function and ensure others are aware to maintain congruence overall.

Communication and interpersonal skills:

• Determine business requirements and set client expectations for project activities and the development and implementation of applications, databases, systems and technology.
• Establish and maintain effective stakeholder relationships.
• Prepare detailed technical reports in plain language and convey complex project, technology and solution information to non-technical audiences.
• Provide instructions and present advice and recommendations and obtain buy-in and consensus.
