We are creating a new team at the Ministry of Transportation (MTO) that will work directly with senior leadership, as well as management and staff to design and implement ministry-wide transformation, organizational design, continuous improvement and sustained change.

We do things differently. We are change agents that find creative solutions to long-standing challenges. We are looking for people that are comfortable with ambiguity and bring equal parts innovative, delivery-oriented and collaborative to their work.

Bring your mix of skills in the areas of stakeholder and client facilitation, process improvement, organizational redesign, change management, and innovation techniques (such as service design, design thinking) to the Strategy, Improvement, and Innovation Branch with the MTO. The branch leads cross-ministry work to transform and align the ministry's work to our strategic plan MTO ONE and to meet government priorities, to continuously improve how we do business through projects and initiatives supporting all areas of the ministry, from policy work to program development, management, and operations.

MTO has offices across the province. The successful candidate may work out of the following two six (6) regional office locations:

About the job

As a Senior Improvement Consultant, you will:
• Provide hands on support to divisions to design and implement ministry-wide transformation and process improvement projects. That will include full project life-cycle: strategy, facilitation, change management, implementation and measurement and evaluation.
• Lead and facilitate structured workshops and discussions with staff, management and senior management, users, and other stakeholders.
• Identify opportunities and support divisions with implementation of solutions to optimize, streamline, and continuously improve organizational structure, processes, and cross-team collaboration, leading to improved programs and services.
• Provide recommendations to senior management by collecting, synthesizing, and analyzing data and information and developing visual materials that clearly present complex information, demonstrate trends, and draw strategic conclusions.
• Develop performance measures for projects and initiatives

What you bring to the team


Facilitation and Business Improvement:

• You have experience in leading full life-cycle transformation and process improvement projects towards successful completion.
• You have experience in leading and facilitating structured workshops and discussions with staff, management and senior management, users, and other stakeholders to gather program and process information, identify issues, brainstorm root causes, propose and prioritize solutions, and run experiments.
• You are able to ensure participation from all workshop members, manage power dynamics, and come to consensus and/or solution.
• You have experience in identifying opportunities and supporting teams with implementation of solutions to optimize, streamline, and continuously improve organizational structure, processes, and cross-team collaboration, leading to improved programs and services.
• You have knowledge of business improvement and change management methods, as well as understanding of user research, service design, design thinking and other innovation techniques. Knowledge of Lean Six Sigma is an asset.

Business Analysis and Intelligence:

• You have experience with providing recommendations to senior management. You can collect, synthesize, and analyze data and information and develop visual materials that clearly present complex information, demonstrate trends, and draw strategic conclusions.
• You are able to conduct research, perform quantitative and qualitative data collection, and are able to apply various design methodologies and analysis tools to assist with transformation, strategic and process improvement decision making.
• You have experience with developing performance measurements, indicators, and evaluation methodologies.

Relationships and Influence:

• You have consultation and relationship management skills to consult with all levels of management and staff and to build sustainable relationships and trust with key stakeholders.
• You have influencing skills to communicate proposed changes in a way that drives acceptance and ownership by stakeholders and removes barriers to successful and sustainable implementation.
