The Ministry of Transportation is seeking a strategic, collaborative and inclusive leader to be the Assistant Deputy Minister, Contract Management and Agency Oversight. The division will take a steadfast approach in delivering on the Ministry's mandate to strengthen oversight and accountability with key agencies, including Metrolinx, Owen Sound Transportation Company and Ontario Northland Transportation Commission. The division will act as a centre of excellence specific to third party services contract management and oversight, while supporting its operational and program partners across the ministry. The Contract Management and Agency Oversight division will be focused on rigor throughout the procure-to-pay process, cost-benefit analysis, vendor compliance with contract terms and conditions, supporting agencies in adherence to the principles of good governance, monitoring agency compliance to Ministerial directives, and working with the operating divisions to ensure a high level of quality-of-service delivery.

About the job

The ADM, Contract Management and Agency Oversight can be expected to establish the division as a centre of excellence that adopts and executes on best practices related to third party service management, accountability, compliance to standards and ensuring quality of service, good governance, and stewardship of taxpayer funds.

• You play an integral role in supporting and contributing to the success of the Ministry's senior management team and have significant experience as a senior leader within public or private sector organizations responsible for providing a vital service to the public
• You are an agent of change who successfully establishes consensus and inspires a commitment towards achieving a long-term strategic vision; you have demonstrated ability as a transformational leader
• You have demonstrated strength in leadership and can effectively provide valuable support and advice to the Minister, Deputy Minister, and other Assistant Deputy Ministers and senior executives
• Experience demonstrating leadership of people, including motivating employees to reach corporate objectives, talent management, and organizational change
• You are an inclusive leader who values and creates a culture of diversity, inclusion, accessibility, and equity in the workplace

Stakeholder Management and Political Acuity

• You demonstrate the ability to develop effective working relationships with Agency executives, business partners and stakeholders, as well as senior government officials, working across organizational boundaries, hierarchies, and mandates to achieve results with leaders in other ministries, agencies, municipal and community partners, and other levels of governments
• You have excellent judgement, diplomacy and tact in navigating complex, contentious, and sensitive situations
• Experience in building and maintaining productive and effective multipartite relationships with partner organizations, diverse stakeholders, and senior government officials
• You have proven political acuity and the ability to establish consensus and resolve complex issues with critical stakeholders and key partners

Job-Specific Knowledge

• Experience in the oversight of developing terms of reference for negotiations, developing contractual terms and conditions, managing and/or ensuring compliance to commercial contractual arrangements, and managing financial resources at an executive level
• Strong business acumen and decision-making experience with respect to complex and sensitive issues
• Knowledge of the role and responsibilities of a President and Chief Executive Officer, the Board Chairperson, and the Board of Directors, including fundamental accountabilities to the shareholder(s)
• An understanding of the public policy environment facing a Crown Agencies, and a general understanding of the legislative environment in which they operate, or the ability to acquire such knowledge
• A solid understanding of sound corporate governance and management principles and practices
• Competency in operational planning, the development of outcome-based metrics, evaluation of corporate performance, and the development of timely effective performance dashboards
