Are you an accounting professional with an in-depth understanding of tax legislation and auditing techniques? Are you an excellent negotiator with strong communication skills to explain complex audit issues to others? Consider this excellent opportunity with the Ministry of Finance's Compliance Branch.

The Compliance Branch of the Tax Compliance and Benefits Division supports career development, diversity and inclusive workplace strategies. We are looking for accounting professionals to conduct field audits and ensure compliance with tax legislation such as the Income Tax Act (Canada), the Electricity Act, the Ontario Corporations Tax Act, the Taxation Act 2007 and other Provincial Tax Acts.

The following positions are available:
• Two (2) permanent positions located at 5 Park Home Ave, Toronto (North York)
• One (1) permanent position which can be located at 5 Park Home Ave, Toronto (North York) or 1400 Blair Place, Ottawa
• One (1) temporary position located at 33 King Street W, Oshawa
• One (1) temporary position located at 119 King Street W, Hamilton

Please note the following:
• Overnight travel may be required to the taxpayer's place of business to complete audit assignments.
• Flexible work arrangements, including flexible hours, and/or remote work, may be considered.
• The positions located at 5 Park Home Ave, Toronto (North York), will be moving to 5700 Yonge St, Toronto, effective March 2023.
• The position located at 1400 Blair Towers Place, Ottawa, will be moving to 347 Preston Street, Ottawa, effective March 2023.

About the job

You will:
• conduct audits of taxpayer books and records to ensure adherence to tax legislation
• analyze business accounting systems, financial statements and complex business transactions
• research relevant tax legislation, tax court cases and tax publications
• ensure audit working papers are prepared in accordance with standards, policies and practices
• meet with taxpayers and their representatives to discuss audit findings related to non-compliance with tax legislation
• recommend referrals to other government areas and other jurisdictions for action, and appear as a Crown witness in court cases

What you bring to the team


Mandatory:

• Chartered Professional Accountant (CPA) designation (formerly Certified General Accountant (CGA) designation, or Certified Management Accountant (CMA) designation, or Chartered Accountant (CA) designation), or successful completion of a recognized university degree or college diploma, plus or including courses in Introductory Financial Accounting, Intermediate Financial Accounting, Advanced Financial Accounting, Auditing, Taxation, either Cost Accounting or Management Accounting, and one additional course in Auditing, Taxation, Cost Accounting, Management Accounting or Finance.

NOTE: Candidates selected for an interview will be asked to provide proof of designation/academic qualifications. Candidates will be asked to clearly indicate on their transcripts which of their courses meet the position's academic requirement. Candidates who obtained their qualifications outside Canada will be asked to provide proof that these qualifications are recognized as equivalencies in Canada.

Accounting, Tax and Auditing Knowledge and Experience:

• You have demonstrated knowledge of, and experience with, accounting practices and policies as well as audit standards and procedures.
• You have knowledge of, and the ability to interpret and apply tax regulations and legislation, including the Electricity Act, the Ontario Corporations Tax Act, the Taxation Act 2007, the Income Tax Act (Canada) and other Provincial Acts.
• You have knowledge and demonstrated experience in Corporate Tax compliance within a public practice accounting firm, a governmental tax administration entity, or a business/industry relating to large and complex taxpayers.

Communication and Interpersonal Skills:

• You have strong written communication skills to prepare audit working papers and letters to taxpayers and their representatives.
• You have effective oral communication skills to present and discuss audit file reviews with auditors and managers.
• You have demonstrated interpersonal skills and political acuity to manage the audit relationship with taxpayers and their representatives.
• You can participate in meetings and joint audits with other branches and tax jurisdictions.

Analytical and Research Skills:

• You can research financial audit records and tax publications such as tax court cases.
• You have analytical skills to recognize tax loopholes and tax-avoidance schemes and refer to the group manager.

Computer Skills:

• You have knowledge of computer software and accounting systems to understand taxpayers' computerized accounting records and prepare audit working papers.
