OCWA is seeking a proven, results-oriented manager to work within the Northwestern Region to provide leadership and overall management for OCWA operations to ensure the delivery of safe, reliable, cost effective, competitive and profitable water and wastewater treatment services to clients.

About the job

In this role you will:
  • Provide expert operational input and oversee the management and administration of efficient and safe water/wastewater treatment and collection systems.
  • Supervise all aspects and impacts of capital expansion programs of water/wastewater treatment facilities.
  • Provide expert operational input to the engineering, pre-design and design plans for major plant expansion.
  • Ensure operating compliance with existing legislation and management systems.
  • Negotiate with the client in regards to all aspects of contracts.
  • Lead/provide strategic/technical expertise, advice and policy recommendations to regional/OCWA management and regional clients/partners on preventative maintenance strategies and technical solutions to support client operations and OCWA business development objectives.

Technical Skills and Knowledge:
  • Knowledge of the theories, practices and technical details of processes/techniques in the continuous operation of multi-site, technically complex water and wastewater treatment facilities on a 24x7 basis.
  • Knowledge and understanding of SCADA systems and alarm monitoring, Computerized Maintenance Management Systems (CMMS) and applicable financial programs for budgeting and presentations.
  • Good working knowledge of federal, provincial environmental and health and safety legislation, regulations, codes, standards and amendments to comply with mandatory requirements for environmental and human health, safety and security.
  • Ability to conduct research and gather relevant information to develop clean water and wastewater treatment service options for meeting future requirements resulting from economic growth.
  • Must be able to be certified to the level of the facilities: Class 4 certification in Wastewater Treatment, Class 2 wastewater collection certification and Class 2 certification in Water Distribution and Supply. Preference given to individuals that hold valid Operator Licenses and that can be designated the ORO of the facility.
  • Class G Driver's license.

Other Essential Skills:
  • Knowledge of financial resources management to develop and manage department budget.
  • Knowledge of procurement policies and procedures to oversee all stages of acquisition of goods and services and prepare RFQs and RFPs.
