Are you interested in modernizing digital services? The Ministry of Natural Resources and Forestry (MNRF), Modernization and Business Improvement Office (MBIO), is seeking a service-driven individual to lead ministry teams to modernize our services, application forms, and support the ministry's expansion and implementation of digital services. Working with small teams, the ideal candidate will apply and expand their leadership, facilitation, project management and analytical skills by developing strategies, leading internal and external engagement, and leading ministry-wide working groups.

About Us:
The Modernization and Business Improvement Office oversees and supports the development and implementation of the ministry's plans related to modernizing our business and workplace and ensuring efficient service delivery. We're a small team, engaging across the ministry, to help coordinate, support and communicate MNRF's modernization and business improvement efforts.

Well-versed in Lean and agile methodologies, the ideal candidate will apply a broad strategic lens, providing leadership and guidance for high-priority strategic modernization initiatives while contributing to the delivery of key priorities and activities. You will also get the opportunity to develop partnerships and business relationships with various internal and external stakeholders to facilitate and lead projects, issue resolution and recommendations.

NOTE: There is flexibility with regards to the work location. The successful candidate's work location will be determined based on the closest MNRF office in Ontario to their current personal and/or work address.

About the job

In this role, you will:
• Lead, plan and implement large and complex projects or project components for enterprise-wide, cross ministry-wide, ministry-wide, and or division-wide and plan and lead multiple concurrent projects and initiatives.
• Plan, design, and lead multiple projects to develop best practice policy and program design solutions that will address identified issues that have business impacts
• Provide senior leadership, inter-divisional and inter-ministry coordination and professional project and change management expertise.
• Develop, and coordinate the development and implementation of ministry wide and divisional project and change management standards, templates, tools, tracking, reporting and ongoing support, advisory and leadership services.
• Support and lead the development and implementation of ministry- and Ontario Public Service (OPS)-priority strategic business processes, policies, information technology projects and project portfolio management frameworks, tools, techniques to support the goals and objectives of the ministry and the OPS.
• Develop partnerships, and manage project teams and provide guidance, and expertise on project, business improvement projects/initiatives, strategy development projects inter-divisional or inter-ministry partnership projects and or completed enhancement and improvement projects/strategies.

What you bring to the team

Project Management, Change Management and Strategic Expertise

• You have experience in project and change management principles, methodologies (ex. agile), principles (ex. Lean), best practices and tools to provide project/change management leadership, support and advice across the ministry.
• You have thorough knowledge of the project management lifecycle, documentation and development, including business cases, business modeling, project charters, integrated project plan (project schedules), and close out reports.
• You can align projects and initiatives to the ministry's strategic plan and provide strategic expertise and report back on key performance measures.
• You can apply innovative ways to identify new opportunities and efficiencies.

Relationship Management and Communication Skills

• You have experience building and managing stakeholder relationships and can work cooperatively with stakeholders in joint discussions regarding high profiles issues, risks and decisions.
• You have interpersonal and negotiation skills to effectively influence, and address a diverse range of stakeholder interests, and facilitate reaching consensus or agreement on emerging issues.
• You can lead the preparation and presentation of project status reports, provide advice, exchange information, gain support and buy-in and deliver briefings.
• You can develop briefing notes, issues papers, work plans, and submissions to executive and senior management.

Analytical and Conceptual Thinking Skills

• You can proactively identify and resolve complex problems as well as conceptualize and develop long range strategic directions for projects in terms of program and operational requirements.
• You can identify and evaluate areas of potential risk and develop mitigation strategies.
• You can identify, analyze and understand business needs, problems, rationale and opportunities in context of project goals, deliverables, and outcomes.

Leadership Skills

• You can provide constructive and supportive guidance and coaching to develop and enhance the project management knowledge, skills and abilities of others.
• You can provide advice and or support to project teams, and senior management in order to inform decision making and delivery of initiatives and projects.

Financial and Procurement Knowledge

• You have experience in procurement and budget management to conduct project related financial tracking and estimating.
