About the job
Reporting to the Manager, Investment Strategies, you will:
• Coordinate and maintain the ministry's asset management business framework.
• Develop and manage infrastructure data systems for asset management and investment planning, priority setting and the delivery of related products and services.
• Evaluate network conditions and needs on a multi-year basis.
• Develop multi-year business strategies and investment plans to secure appropriate budget and identify suitable funding options.
• Provide oversight in determining the overall effectiveness and efficiency of provincial highway investment decisions and strategies.
• Provide technical advice and direction to project teams and informed recommendations and decisions to senior management.
What you bring to the team
Mandatory requirements
• You are a Professional Engineer, licensed with the Association of Professional Engineers Ontario (PEO).
Strategic Leadership and Management Skills:
• You have strategic leadership and management skills to provide leadership to a diverse, multi-disciplined team and oversee and schedule work in accordance with corporate and divisional priorities.
• You have a passion for developing, building and leading organizational capacity through inclusive, positive, and values based leadership in areas of organizational design, recruitment, talent and performance management and labour relations matters.
• You have the ability to be responsible for the overall compliance with legislative statutes, collective agreements, government and ministry policies, directives, guidelines and commitments related services.
• You have sound judgement and political acuity skills to provide authoritative advice and guidance to senior management.

leadership behaviors, attributes and mindsets to lead the OPS into the future.
Technical Knowledge and Expertise:
• You have demonstrated knowledge of the theory, principles and practices of engineering as they relate to highways systems.
• You have the ability to provide technical advice and guidance to regional and head office organizations to resolve a variety of complex issues related to infrastructure data collection, analysis and management.
• You have demonstrated knowledge of analytical techniques, impact assessment, engineering economics, financial and capital business processes.
• You have expertise in asset management and investment planning.
• You understand pavement, bridge and maintenance management systems at the network level.
Program Management Skills:
• You have the ability to integrate information and analysis from various highway asset management systems and data bases for development of asset specific and overall investment strategies.
• You have the ability to develop multi-year investment strategies and associated material to secure appropriate budget and identify suitable funding envelopes.
• You are able to provide quality control and oversight function to determine the effectiveness and efficiency of provincial highway investments.
• You have prior experience with the development and ongoing co-ordination of evaluation tools and techniques for investment planning such as life cycle costing benefit/cost analysis, road user costs, cross-asset optimization, prioritization tools for rehabilitation and expansion and investment planning systems.
• You have highly developed analytical and problem solving skills to analyze and examine data and develop appropriate recommendations to senior management.
• You have knowledge of fiscal and procurement practices, policies, and procedures to manage budget forecasting and manage the negotiation of contractual agreements.
• You have strong knowledge of computers and management information system capabilities, limitations and applications.
Communication and Stakeholder Management Skills:
• You have strong oral and written communication skills including briefing and supporting materials and presentations.
• You have the ability to respond to complaints and contentious issues with tact and diplomacy.
• You have the ability to collaborate with branch/division colleagues on issues management and coordination of programs.
