About the job

You will:
• lead the development, enhancement, and operations of the Office of the Worker Adviser's (OWA) digital services to its clients
• lead and act as the primary liaison between the OWA, Ministry, information technology cluster and other system partners in the implementation, coordination, and support of OWA, ministry and corporate IT initiatives and strategies
• lead the development and operations of the OWA's knowledge management and electronic communications systems including web site strategies and technical design/development
• establish and maintain intranet/internet as strategic communications tools and knowledge management tools for the OWA
• manage electronic communication tools including case management systems, intranet and secure SharePoint sites, websites and social media platforms

What you bring to the team


Digital Services Expertise:

• you have knowledge of trends solutions and best practices of systems for digital services, case management, information and knowledge management, internet, and website management
• you have proven ability to develop, implement, and maintain knowledge management frameworks and processes
• you have knowledge of systems and technology solutions, website management and knowledge of current and emerging technologies in web design and internet/intranet site content management processes, to research, plan, and design webpages
• you understand document publication processes, editing and production processes and standards using PC-based/networked software (e.g.: word processing, email, internet, graphics, and desktop publishing software)
• you have demonstrated expertise in digital service initiatives and issues (including case management, website management and information technology and software systems) and familiarity with current e-commerce

Information and Data Management Knowledge:

• you have experience identifying information needs to lead and co-ordinate information systems planning, implementation and maintenance of core systems including the electronic case management systems
• you have knowledge of data, trend, and workflow analysis
• you have knowledge of manipulation and presentation of data to respond flexibly to changing needs for robust analysis of workflows and trends, including the requirements of Open Government and Open Data
• you have knowledge of government and ministry policies and procedures around information management, I&IT, privacy, freedom of information, Open Government and accessibility to develop proposals and plans for digital services initiatives and serve as the OWA lead for Freedom of Information of Information and Protection of Privacy policy and implementation issues
• you have knowledge of accessibility requirements and solutions to ensure accessibility of OWA website and other tools to persons with disabilities

Web Design and Technical Expertise:

• you have knowledge and/or experience in internet and web site management, publishing, and content management and development
• you have knowledge and/or experience using HTML and related web technologies and software applications, such as Adobe InDesign, Dreamweaver, and Photoshop
• you have knowledge of TCP/IP ports and protocols
• you have knowledge of operations of communications applications including Microsoft Teams and other Microsoft 365 technologies

Analytical and Problem-Solving Skills:

• you have analytical skills to assess communication requirements for target audiences and develop publications and communication products
• you can analyze and synthesize complex workflow and digital services performance data
• you have demonstrated ability to prepare business cases including costing, determine and recommend best options, and prepare budgets and business plans

Communication and Interpersonal Skills:

• you can write and edit textual content of the web sites and intranet
• you have knowledge of communication theory and techniques, and communication planning methods
• you have proven interpersonal, leadership and relationship management skills with a customer service focus
• you have organizational skills and can manage a high volume of work, meet deadlines, and coordinate several concurrent digital services, data analysis, data reporting, knowledge management, communications, and IT projects
