The Information and Privacy Commissioner of Ontario (IPC) has an exciting opportunity to lead our Business Information Solutions (BIS) team within the Information Technology and Information Management (ITIM) department. The BIS team plays a critical role within the IPC in designing, implementing, and administering our information systems, enterprise architecture, information management, and data analytics capabilities.
The IPC is an administrative tribunal responsible for the Freedom of Information and Protection of Privacy Act (FIPPA), the Municipal Freedom of Information and Protection of Privacy Act (MFIPPA), the Personal Health Information Protection Act (PHIPA) and the Child, Youth and Family Services Act (CYFSA).

About the job
As Team Lead, Business Information Solutions, you will:
- Design, implement, document, and administer high quality business solutions that effectively interoperate and respond to business change, deliver return on investment, and are consistent with IPC standards and policies.
- Support management in the development and maintenance of the IPC's data and analytics strategy, along with other strategic documents and roadmaps.
- Implement industry best practices in the key discipline of business solutions, i.e. digital business modeling, agile development, architecture, integration, quality assurance, and project management.
- Promote user-centric digital ways of thinking and provide strategic support and guidance to ensure optimum use of technology.
- Identify how business problems can be addressed through data collection, integration, and analysis techniques.
- Analyze systems requirements, architecting, designing and implementing IT and IM solutions that conform to standards and best practices.
- Have ability to identify, monitor and manage risks and issues through to resolution or mitigation.
- Along with the BIS team:
- administer the case management system, intranet, and other enterprise solutions to ensure they meet evolving business needs.
- oversee and lead implementation of corporate records management and privacy policies and procedures,
- develop and share regular and ad-hoc data analysis reports and dashboards with lines of business and executives.
- Manage concurrent large and medium scale, technically complex projects across a range of enterprise technologies and provide team leadership to technical team members.
- Under the direction of the Manager, review and prioritize operational tasks, project requests, and work plan schedules and assigns work duties according to technical skill of the BIS SME staff in order to meet business objectives.
What you bring to the team
You will qualify for this position by demonstrating:
1. Education and Experience
- You have a university degree and/or post diploma in computer science or information systems/management or an acceptable combination of education and relevant experience required.
- You have a minimum of three (3) years of direct work experience in an IT lead capacity managing IT systems and/or projects, coordinating staff, and supporting teams. Experience supervising vendors is an asset.
- You have demonstrated experience supporting/leading implementation or program delivery for an electronic data and records management solutions such as Microsoft 365, OpenText, or similar.
2. Knowledge Requirements
- Authoritative technical knowledge in the design, development, and sustainment of complex business information systems including setting technical direction, developing technology plans, enterprise architecture, and technical standards.
- Knowledge of various programming languages, development techniques and development tools, such as composing services using API integrations, building integrations for the Microsoft 365 Power Platform, contemporary JavaScript frameworks and DevOps methodologies.
- Advanced understanding of data management and analytics, and methodologies for encouraging data driven decision-making.
- Knowledge of information management best practices including: identifying business records vs transitory records, information lifecycle, file classification, retention schedules and disposition, staff training delivery, duty to document, review and audit procedures.
- Knowledge of how technology strategies and roadmaps are structured, developed and maintained.
3. Skills and Abilities
- Proven and developed facilitation skills to lead meetings and committees and to work with multi-disciplinary groups to elicit information and build consensus
- Ability to oversee complex client, vendor and stakeholder relationships, and provide authoritative and persuasive technical advice.
- Skilled at preparing and presenting complex technical information and recommendations to technical and non-technical audiences, including the COO, senior management, IPC staff and other stakeholders.
- Ability to develop business cases, presentations, and status reports and assist with writing and editing RFPs, RFIs, RFQs, and SLAs, etc.
Asset Qualifications
- Relevant industry certifications (e.g., PMP, PBA, CBAP, TOGAF) would be considered an asset
