The Ministry of Health is looking for an experienced Senior Policy Analyst to join the Data Integration Unit within the Health Data Branch. Data integration is a key endeavour for the Ontario Public Service (OPS) to advance the use and integration of information to inform policy and decision-making.
Health Data Branch manages health data through access to authoritative business driven data, quality control processes and integrated data solutions, business relevant data products and tools and education, training and consulting services related to data products and standards.

What can I expect to do in this role?
You will:
• design and implement projects, manage operations and provide expertise on the planning, development and implementation of the ministry's data integration, business intelligence and data analytics strategic priorities and activities.
• manage, maintain and continuously improve the ministry's data policy, data standards, governance and analytics platforms
• work with ministry and enterprise partners to ensure all appropriate data governance policy elements are meeting appropriate standards and requirements.
• provide project leadership and management of internal/external data sharing and research projects
• conduct policy scans to identify emerging issues and provide recommendations
• collaborate with other branches to facilitate strategic planning and policy development
How do I qualify?
Data Management and Privacy
• You have expert knowledge of the role and use of data integration, business intelligence and data analytics.
• You have experience using standard software programs and tools and statistical software packages for data management, manipulation, analysis, analytics and data visualization.
• You have knowledge of data governance, master data management, metadata management, data integration, data quality, data privacy and security.
• You have experience with privacy legislation (FIPPA and PHIPA) and conducting privacy impact assessments
Policy Development
• You know policy and legislative processes and understand common and emerging strategy development methodologies and strategic policy development processes
• You know policy, research and health service analysis methodologies and tools, performance management methodologies and metrics, program design and evaluation techniques
• You can apply current research methodology, policy development, strategic planning and long-range scenario planning tools and techniques
• You know program design and evaluation techniques to frame and lead the development, revision, evaluation and communication of policies, standards, regulations and/or legislation
Project Management and Leadership
• You have demonstrated project management experience to plan and lead projects and initiatives from initiation to completion and within set timelines
• You can provide project planning and leadership on concurrent policy development projects, work collaboratively with team members and manage deadlines and competing priorities
Research and Analysis
• You have knowledge of principles and methods of quantitative and qualitative research and analysis methodologies.
• You can provide expertise on the analysis and interpretation of data integration information strategy.
• You can carry out research studies, environmental scans and analyze a range of factors such as funding, governance, and stakeholder interests to provide options and recommendations
• You can assess qualitative and quantitative information in developing proposals to evaluate the implications, costs, and impact of proposed policy changes
• You can assess competing interests of stakeholders, interpret broad guidelines and develop provincial policies or solutions to meet local needs
Communication and Interpersonal
• You have consultation and negotiation skills to lead consultations, project teams and working groups.
• You have advisory and collaboration skills to work cooperatively with diverse partners and stakeholders
• You have written communication and presentation skills to conduct meetings, present research and develop a range of materials in technical and non-technical terms based on the audience.
