About the job
You will:
• coordinate, oversee, and monitor financial policies, tools, systems and procedures that enhance the efficiency and effectiveness of the ministry's financial reporting
• provide guidelines, support and advice to branch directors and program managers in the area of financial reporting and financial accounting
• develop and deliver training material/presentations to ministry clients regarding ministry and central agency accounting/reporting requirements and translate technical requirements so that recommendations are easily understood by ministry staff
• advise ministry management on public sector accounting and reporting requirements and accountability, and oversee compliance with government directives/standards
• advise on how best to comply with MBC directives and Controllership policies/directives issued by OPCD (Office of the Provincial Controller Division)
• manage financial reports and provide recommendations to ensure spending within budget allocation and investigate variances
• develop and implement financial reporting formats/dashboards, tools and data analysis techniques using a variety of software such as Excel, IFIS, OBIEE and database related
• provide strategies to branch management to ensure that expenditures are managed and that programs do not exceed their legal spending authority and address program areas exceeding their appropriation
• report on the Certificate of Assurance process through the documentation of the flowchart, narrative and the risk control matrix for an operational process that meets OPCD standards, and collect documentation/evidence that demonstrates the effectiveness of these processes at both the operational and entity level
• advise on appropriate internal controls for a process or situation
• liaise with auditors to provide the required evidence/documentation/analysis in a timely fashion
• advise and prepare the necessary and appropriate accounting entries to adjust the financial statements to an accrual or GAAP (Generally Accepted Accounting Principles) basis for month-end and year-end closings

• you have advisory, stakeholder management, collaboration and consulting skills to provide accounting and financial reporting advisory services to program areas and to present recommendations to management
• you can liaise with key internal and external stakeholder groups to discuss and participate in financial management activities, and to provide financial advice
• you can participate in multidisciplinary financial projects within the Branch/Division and Ministry, to provide analyses, evaluations and reports and provide input into government-wide financial policies
Accounting and Financial Reporting Skills:
• you have knowledge of government financial management, including capital accounting knowledge, accounting and reporting principles, policies and practices, including Generally Accepted Accounting Principles (GAAP), and Public Sector Accounting Board standards (PSAB)
• you have knowledge of performance measurement and financial and management processes
• you have/can gain knowledge of ministry programs and organizational structures, in order to develop reporting structures that meet all requirements, and ensure full and accurate financial reporting for the ministry
• you can identify impact of financial reporting on ministry financial and program management and can identify/recommend solutions to areas of risk
Analytical and Problem-Solving Skills:
• you can conduct research and analysis of legislation, complex data, emerging trends and other related matters, to formulate/provide recommendations to management
• you can assess financial reports from ministry program areas, prepare submission of ministry's consolidated financial statements
• you can evaluate financial performance, assess cost effectiveness, and advise on accounting requirements for reporting
• you can assess current accounting and reporting practices and policies for overall effectiveness
• you can assess implications of and changes to corporate directives/policies on reporting and public sector accounting standards, and recommend changes
• you can identify areas of risk and develop mitigation strategies and options, and provide input to changes in corporate policies
Computer Skills:
• you are proficient with computer financial systems and reporting software (e.g. IFIS, Oracle Business Intelligence Enterprise Edition), and standard ministry-approved desktop software (e.g. MS Office, MS SharePoint) in order to prepare financial information and reports, analyses, financial statements, proposals and other supporting documentation
