About the job

You will:
- lead the planning, development, implementation, management and oversight of corporate financial management and internal control framework, accounting and reporting policies and business processes
- lead communication, support and training, and provide centralized controllership and financial management systems expertise to ministry senior management and staff, and external stakeholders
- provide specialized financial accounting expertise, analysis, and leadership for the consolidation of ministry financial statements to meet central agency provincial reporting requirements
- provide technical leadership and guidance to staff members in the development, implementation and management of financial/controllership policies, systems and processes
- provide financial/accounting expertise and leadership for the year-end close and consolidation of financial statements for the ministry
- advise and make recommendations to ministry senior management on controllership, financial and related matters
- provide centralized financial controllership expertise, advice, training and support on financial systems operations and financial control processes
- provide ongoing management of IFIS modules such General Ledger and Oracle Business Intelligence Enterprise Edition (OBIEE) and other financial management systems to ensure effective financial control and accuracy of financial data
- contribute to the development and evaluation of section/branch business strategies and plans, to ensure appropriate asset management and control such as for Accounts Receivables and Fixed Assets

What you bring to the team

Financial, Accounting and Controllership Expertise:

- you have knowledge of Public sector accounting (including Public Sector Accounting Board Standards), consolidation theory and practice, financial and accounting theories and practices, and audit theories, principles, and techniques, including Generally Accepted Accounting Principles (GAAP) and Committee of Sponsoring Organizations (COSO)
- you have knowledge/can gain knowledge of government and ministry financial management policies/ procedures/processes/practices, including internal control principles and best practices, OPS Internal Control Framework, risk assessment/management strategies, government and financial reporting requirements, processes and practices, including capital accounting, systems design/development principles and methods
- you have a thorough understanding of performance measurement, evaluation and quality assurance methods

Internal Control Risk Management and Oversight Skills:

- you have knowledge of internal control theory and practices, accounting principles and practices, cost accounting, budget control, estimate process, management control systems and implementation of financial information systems
- you have knowledge of risk management and financial analysis skills to conduct senior level monthly/quarterly and annual financial analysis and to prepare quarterly/annual ministry financial statements.
- you have knowledge of operational risk and control assessments (e.g. entity level controls, operations controls, and IT controls)
- you have/can gain knowledge of ministry business programs, policies and directions, in order to provide leadership and expertise on financial controllership
- you have/can gain knowledge of corporate directives, policies and guidelines relating to the stewardship of ministry financial resources (i.e., Transfer Payment Accountability Directive, Procurement Directive, etc.)

Analyzing and Problem-Solving Skills:

- you have analytical and problem-solving skills to investigate or assess complex/contentious controllership, risk management and financial systems issues, to lead the development and implementation of controllership processes/practices/systems and to develop options/recommendations for senior management
- you can lead and consolidate the accurate reporting of ministry financial statements related to government revenue, expenditures, assets and liabilities
- you can interpret and apply directives, legislation, policies, standards and priorities and development of appropriate program-specific controls
- you can manage significant risk involved in consolidating the budgets and actual financial results while ensuring the integrity and quality of data

Project Management and Team Leadership Skills:

- you have project management and team leadership skills to lead multi-disciplinary teams in assessing controllership issues and developing and implementing solutions
- you can lead the analysis and review of assigned program components in the consolidation processes as well as provide financial direction for the design, development, and delivery of training on ministry reporting processes, systems, and standards
- you have team leadership skills to plan, schedule, coordinate and direct the work of team members
- you have planning, organizational and training skills to promote effective financial reporting and provide training on accounting standards and financial management/reporting requirements

Communication and Interpersonal Skills:

- you have effective written and oral communication skills to provide advice and guidance, to explain complex financial information, policies and reports, to prepare various materials/correspondence and make recommendations
- you can build and maintain effective working partnerships and work cooperatively with others to support horizontal, collaborative approaches to problem-solving
- you have effective interpersonal, negotiation and persuasion skills to provide explanations of complex business risk and financial management issues, to identify appropriate options and influence corrective action and influence decisions making on opportunities and challenges
- you can use your persuasion, influencing, and facilitation skills to lead/participate on various committees and cross-functional project teams and internal working groups

Computer Proficiency:

- you have knowledge of financial information systems in order to provide system oversight in terms of ensuring controllership effectiveness
- you have knowledge of systems design and development principles to lead the design, development and implementation of financial reporting systems
- you have knowledge of the use, operations, and capabilities of large-scale computer systems for financial reporting (e.g. IFIS) and to develop financial reporting requirements, generate reports, and meet ministry and central agency requirements for recording and consolidation of ministry financial information/data
