We are seeking innovative, strategic and collaborative policy professionals to advise, influence and lead the successful delivery of MCCSS's strategic policy agenda through government decision-making and implementation.

In these roles, you will be working with partners across the ministry and government to deliver on horizontal cross-cutting priority policy issues through:

• Stakeholder Engagement and Partner Relationships, including negotiation and consultations
• Policy Research and Analysis
• Policy Development, Design and Decision-Making
• Alignment between Policy and Fiscal Priorities

We are hiring positions with two teams:

Strategic Integration Unit - Collaborates with the Policy Development and Collaboration Branch, Business Planning Branch, Business Planning and Corporate Services Division and other ministry partners to support policy alignment and integration across MCCSS to better integrate policy and fiscal decision-making, and to support the Ministry's annual submission in the Strategic Planning Process.

Policy Development Unit - Works collaboratively with program areas to develop policies and strategies in support of the Ministry's mandate for change and associated priorities.

About the job

In this role, you will:

• Provide team leadership and expertise for policy and program development informed by evidence and an equity and anti-racism lens.
• Provide advice on social policy issues and recommend options in consideration of ministry and government objectives.
• Provide senior leadership and ministry partners with strategic advice on intergovernmental relations.
• Lead and coordinate innovative and creative policy products and briefing presentations that consider key factors such as fiscal impacts, stakeholder interest and needs, implementation and long-term impacts on the populations the ministry serves and in consideration of the ministry/government objectives.
• Develop and present briefing materials and/or policy options to senior management that are accurate, relevant, timely and that effectively support decision making.
• Lead a broad range of initiatives, policies and/or program portfolios with a team of analysts.
• Coordinate assignments and priorities within timelines and supports development of quality products.
• Provide leadership, advice, guidance and mentoring to staff.
• Foster critical stakeholder and partner relationships to support cross-ministry and cross-government collaboration and effective decision-making.
• Plan and lead engagements with external partners to support delivery on ministry and government policy priorities
• Provide sound project management and lead strategic planning for the development of policy, program and implementation options.

What you bring to the team


Leadership and Project Management Skills:

• You have demonstrated leadership skills to manage a broad range of activities across a team of analysts.
• You have demonstrated experience in collaborating on assignments and priorities, and providing leadership, guidance and mentoring to teams to achieve outcomes.
• You understand principles of change management and have some experience in applying them.
• You champion project management approaches and have significant experience effectively leading multiple, simultaneous projects from initial concept through completion to achieve desired outcomes.
• You have demonstrated experience in building and contributing to an inclusive, equitable and anti-racist team culture.

Relationship Management and Partnership Building Skills:

• You have networking, influencing and partnership building skills to discuss and resolve competing policy and program related issues and gain support for ministry wide initiatives.
• You have experience working horizontally on cross-functional and/or cross-government initiatives with responsibility for leading the introduction of new policy, practice or business processes.
• You have strong problem-solving skills to assess competing interests of stakeholders and partners and demonstrate sound judgment, sensitivity, and a high degree of political acuity.

Policy and Program Development Knowledge:

• You have demonstrated experience in a horizontal policy and/or program development environment and knowledge of social policy and the broad political, social, fiscal and intergovernmental issues and considerations associated with human services and social policy.
• You have knowledge of, and experience in applying emerging methodologies such as design thinking, service system design, and Lean to help understand and resolve complex issues.
• You can conceptualize, plan and lead research studies and evaluate best practices, options, costs and impacts.

Consultation and Communication Skills:

• You have strong written and oral communication skills to lead the development of highly effective briefing material (e.g., briefing and other notes, slide decks, reports, papers, socio-economic and fiscal analyses, Cabinet submissions, briefing materials and correspondence) to support senior management decision-making.
• You have consultation, presentation, facilitation and persuasion/influencing skills to provide advice, make recommendations, build consensus and develop effective relationships with stakeholders.
• You are able to develop and provide guidance on the development of innovative, visually-based products that clearly and concisely convey complex information.
