The Ministry of Municipal Affairs and Housing is seeking two policy advisors to join the Community Housing Policy Branch. This is an opportunity to have real impact on improving lives of vulnerable populations in Ontario.

One position is in the Community Housing Renewal Unit which leads and coordinates policy development related to community housing and has responsibility for the Housing Services Act, 2011. The unit leads stakeholder engagement across sectors and works cross government to inform policy development to advance the government's goals under the Community Housing Renewal Strategy.

One position is in the Homelessness and Supportive Housing Unit. The unit is responsible for developing coordinated policies to measure, prevent, reduce, and end homelessness in Ontario and leads stakeholder engagement and capacity building within the sector and across government. The unit leads policy work on supportive housing, including work across government to improve supportive housing.

About the job

Working as part of the Community Housing Renewal Unit, you will:

• Provide project leadership and/or participation in the development of strategic housing policies, regulations and/or legislation which address a range of issues within Ontario's community housing system
• Develop strategies, policy options and recommendations in a high-profile, fast-paced work environment
• Liaise with ministry and external stakeholders to consult, evaluate and respond to issues
• Support stakeholder relations and consensus building in developing, promoting and delivering policies that support ministry strategies and goals
• Provide expertise and advice to ministry executives, senior management and staff on policy options, risks, and issues management
• Brief senior managers and decision-makers on policy options, analysis and recommendations
• Respond to public inquires and requests for information from the Minister, Deputy or other senior officials in the ministry
• Represent the ministry and province on inter-ministerial/inter-jurisdictional working groups and committees

Working as part of the Homelessness and Supportive Housing Unit team, you will:

• Formulate strategies, policy options and a recommended course of action to address issues related to supportive housing and homelessness in Ontario
• Provide project leadership, management and/or participation in the development and evaluation of strategic housing and homelessness policies, program design, regulations and/or legislation which address a range of issues within Ontario's housing and homelessness system
• Develop and coordinate critical stakeholder consultations and partnerships
• Liaise and participate in cross-divisional and ministry research studies and projects related to supportive housing and homelessness
• Represent the ministry and province on inter-ministerial/inter-jurisdictional working groups and committees
• Brief senior managers and decision-makers on policy options, analysis and recommendations

What you bring to the team

Policy and Program Development and Analysis

• You have demonstrated policy development and analysis skills
• You have the ability to provide input to policy and program development and implementation
• You have knowledge of key government commitments related to emerging housing issues
• You have good judgment and tact to recommend strategic directions and approaches to issue resolution as well as research, develop and formulate policy options and analyses

Research, Analytical and Project Management Skills

• You can evaluate problems, identify, research and analyze options, and provide recommendations
• You can lead and/or support multiple project teams, including meeting deadlines and communicating progress and project risks

Communication, Stakeholder Consultation and Presentation Skills

• You can prepare complex policy proposals, briefing notes, correspondence and reports, and business cases
• You have the ability to present program and policy related information and recommendations to senior management and stakeholders
• You can work collaboratively and develop productive relationships with inter-ministerial partners (example: municipalities, various ministries and levels of government, housing providers and advocacy groups) on program and policy development issues
