The Branch
The Communications Services Branch (CSB) develops and implements communications and issues management plans, advertising campaigns and media events, and produces media products such as press releases and backgrounders. The branch also manages the ministries' inter/intranet websites. The branch is responsible for both the Ministry of Mines and the Ministry of Natural Resources and Forestry. Files range widely from critical minerals and Ontario Geological Survey to forest fires, rabies, bear wise and invasive species, to name a few.

About the job

In this role, you will:

• conduct foundational qualitative and quantitative research (e.g. traditional/social media and jurisdictional scans and analysis, client/target audience surveys, web analytics, subject matter expert interviews, focus groups, communications audits)
• make recommendations on the adoption of industry best practices in communications/public relations within both public and private sectors
• lead, conduct, analyze, and report on the performance evaluation of communications projects and initiatives
• drive the incorporation of data-driven insights into communications strategy
• investigate, and make recommendations on, the development of key performance indicators (KPIs) and return on investment (ROI) for communications activities
• research, design, write and edit a variety of materials to support the development and execution of evidence-based communications strategies

What you bring to the team

Technical Expertise

• You have extensive knowledge of, and demonstrated skills in, research and analysis using a broad range of information sources, in order to provide accurate environmental assessments, source best practices and develop recommendations.
• You have strong knowledge of environmental media and social media scanning and research techniques.
• You are familiar with principles of/have experience with the use of data analytics to support decision-making (e.g. data mining, exploratory and confirmatory data analysis, predictive and text analytics).
• You demonstrate strong writing and editing skills to produce communications presentations and products of the highest standard.
• You have superior presentation skills to articulate information and provide counsel, and to influence, and negotiate with, a wide range of audiences.

Relationship Management, Interpersonal and Leadership Skills

• You have effective conflict management and consensus-building skills to ensure the effective delivery of communications counsel and advice to the Minister, Deputy Minister, and other senior managers.
• You have leadership and motivational skills to ensure the professional and timely delivery of communications advice and services.
• You have excellent communication, consultative, interpersonal and client service skills to provide advice to officials at all levels.
• You demonstrate strong initiative and work ethic to identify opportunities for service modernization and transformation, and to lead projects from conception to completion.

Analytical, Problem-Solving and Planning Skills

• You have strong analytical and problem-solving skills to interpret, and assess the relevance of, a broad range of information, resolve issues, and identify communications opportunities and trends.
• You can use environmental scans (political, media, economic, social) to make recommendations to inform the development of evidence-based strategic communications plans.
• You can use recognized methods of data analytics to support decision-making (e.g. data mining, exploratory and confirmatory data analysis, predictive and text analytics).
• You have excellent organizational and planning skills to independently deal with conflicting demands, tight deadlines and urgent priorities.
• You demonstrate political acuity and sound judgment.
