The Environmental Investigations and Enforcement Branch within the Ministry of Environment, Conservations and Parks is seeking two (2) collaborative leaders to manage the Regional Investigations teams in the eastern and western regions.

About us:

TheEnvironmental Investigations and Enforcement Branch is the ministry lead for the environmental enforcement program. The branch provides oversight and leadership for investigations of environmental violations for potential punitive enforcement measures (e.g. prosecution), proactive sector and on-road enforcement; and forensic/intelligence services. Specifically, the Investigations program holds individuals to account by undertaking investigation focuses on major pollution incidents, endangered species and their habitat and serious or repeat violators to address risks to public safety, human health and environmental protection.

About the job

In this role, you will:

•Act as a Case Manager for all assigned investigations by reviewing and controlling the speed, flow and direction of investigations.
•Manage and lead staff in the delivery of the investigation program, projects/initiatives that support the attainment of ministry goals and objectives.
•Work closely with the Forensic Services and Intelligence Services unit on special projects and intelligence informed investigations.
•Oversee mobile and static surveillance activities.
•Conduct quality assurance reviews of Crown Briefs and lead the tracking and reporting of performance measures and annual performance targets.
•Establish and maintain strong working relationships with key partners and stakeholders including compliance staff, Crown Counsel, and other law enforcement partners.
•Provide technical advice and expertise to senior ministry management and staff on investigation approaches, associated risks, and issues management strategies.
•Provide on-the-job training, mentoring and coaching to investigators.
•Develop and maintain knowledge and understanding of emerging trends and issues in compliance, enforcement and investigations, including modern regulatory principles and practices, behavioural insights, investigative standards, case law and innovative practices in other agencies and jurisdictions.

Technical Expertise

•You ensure compliance with legislative statutes, collective agreements, government and ministry policies, directives, guidelines, and commitments.
•You can use environmental legislation to identify offenses, understanding of case law and rules of evidence, including procedural legislation at the Provincial and Federal levels.
•You have knowledge of legal practices and rules of evidence including interviewing methods, techniques and legal requirements.
•You have experience with intelligence gathering and intelligence supported investigations.
•You have experience using case management systems, and leading the case management function, assigning intakes of investigation files to investigators within the unit.
•You have experience working with investigative teams and enforcing legislation, and continuous improvement in investigative practices and standards.
•You have knowledge and an understanding of provincial offences as it relates to the scope/mandate of Ministry of the Environment, Conservation and Parks

Research and Analytical Skills

•You can apply knowledge of quality assurance and monitoring principles, techniques and approaches to conduct investigations, identify program deficiencies and assess the work of individual investigators against performance targets.
•You can review and approve crown briefs prepared by investigators, providing feedback and recommendations where required.
•You can examine and assess documentation and severity of a contravention to determine the appropriate action to take.
•You demonstrate clear judgement to resolve issues or escalate issues to senior management.

Communication and Relationship Management Skills:

•You are a skilled communicator with the ability to provide sound technical advice and guidance to investigators and management.
•You can maintain strong working relationships with a variety of internal and external stakeholders, including other Investigations Supervisors, compliance staff, law enforcement officials, court officials, legal services, municipal and federal government and industry experts.
•You can prepare written communication materials, including, briefing material and detailed written reports.
•You can deliver presentations and training sessions to staff.
