If so, this opportunity is for you! The Emergency Management Preparedness, Programs and Planning Division, part of Emergency Management Ontario in Treasury Board Secretariat, is looking for a dynamic, motivated and experienced leader to lead a team in the planning, development and implementation of Ontario's Nuclear Emergency Management Program.

About Us
The Nuclear, Radiological and Scientific Response Programs Branch develop and maintain the provincial nuclear emergency management program. This includes coordinating provincial scientific activities, emergency plans, programs, exercises, procedures and policies to support Ontario's off-site responsibilities in the preparedness for, response to, and recovery from a nuclear or radiological incidents. Furthermore, the Branch provides advice and assistance to a broad range of public sector partners (provincial, federal, municipal, Indigenous) and private sector stakeholders, particularly with respect to their nuclear accountabilities under the Provincial Nuclear Emergency Response Plan.

About the job

In this role, you will:
• Manage a broad range of nuclear policy and program portfolios for a team of program analysts
• Lead and coordinate the development, implementation and evaluation of nuclear emergency management initiatives
• Lead and manage inter-divisional project initiatives with cross-functional project teams from the ministry related to ministry priorities accountabilities
• Chair or participate on committees, task forces and working groups
• Direct the planning and development of evidence-informed programs, including project goals and deliverables
• Lead and coordinate multi-disciplinary project teams within the ministry and other ministries
• Guide implementation planning and development of accountability mechanisms that reflect best practices for the Nuclear Emergency Management Program
• Lead and oversee the development and implementation of a risk management framework, key performance indicators and related risk assessment for operational processes and quality assurance tools for the Nuclear Emergency Management Program
• Lead and represent the ministry in policy negotiations critical to operational success with strategic partners
• Develop critical stakeholder relationships with corporate intelligence and policy areas
• As a nuclear emergency management subject matter expert, provide specialized advice, strategic intelligence and expertise to Ministry senior management on the interpretation and application of legislation, regulations, policies, processes and standards to support effective policy and program development.

What you bring to the team

Leadership and Project Management Skills:

• You have knowledge of project management principles and techniques, skills and principles to design, plan and manage policy development, options analysis, and implementation plans
• You can plan and lead research projects, guide and direct team members and activities, including external consultants while managing competing priorities
• You can support accessible and high-quality programs/services for the Nuclear Emergency Management Program
• You can ensure that team recommendations consider key factors such as legislative mandate, funding, governance, cost-benefits, stakeholder interest and needs

Business Knowledge:

• You have knowledge of policy and program design/development principles and techniques
• You have knowledge of decision-making and accountability processes to lead the development of provincial policies and programs
• You have knowledge of program analysis/evaluation techniques to lead development of program delivery frameworks and plans and assessment of the effectiveness of new/changed policies and programs

Technical Knowledge:

• You have knowledge of the broad range of political, social and economic issues and trends impacting nuclear emergency management in the province
• You are able to interpret and apply relevant legislation, provincial/ministry strategic directions pertaining to nuclear emergency management related critical issues
• You can ensure that the ministry and government objectives and directions are considered in the development of comprehensive and sound strategies with optimal outcome in meeting priority goals

Stakeholder Management, Communication and Interpersonal Skills:

• You have excellent partnership and relationship management strategies to enable consultation and engagement with key stakeholders, partners and interest groups
• You can gain intelligence, facilitate discussion, collaboration, and determine outcomes of issues impacting the achievement of the provincial/ministry policy agenda and priorities for nuclear emergency management program enhancements
• You have effective strategic thinking skills to assist in the development of the Nuclear Emergency Management Program
• You can demonstrate political acuity and strategic thinking skills to understand the political impacts for the government/ministry
• You have excellent oral and written communication skills to lead stakeholder consultations/collaborations, respond to issues, provide recommendations, prepare reports, Cabinet submissions, briefing materials and various correspondence
• You can represent the ministry on inter-jurisdictional task forces/working committees mandated to discuss issues and concerns

Change Management and Issues Management Skills:

• You have knowledge of change management principles and methods to lead the planning, design, development and delivery of major division and inter-division change management initiatives
• You are able to assist the division in embracing change and enhancing value
• You understand issues management methods to lead the identification, assessment and the elaboration of detailed presentations on particular issues
