Treasury Board Secretariat
The Treasury Board Secretariat is the ministry that supports Treasury Board/Management Board of Cabinet in ensuring strong financial and human resource management and provides strategic leadership in driving the government's transformation and expenditure management strategy. Specifically, this ministry provides oversight of government financial, expenditure and accounting policies and procedures; sets human resource and compensation policy and central bargaining mandates; establishes key performance indicators; is responsible for agency governance oversight and accountability standards; and establishes policies and standards for administrative, personnel, financial, and organizational practices across government and the broader public sector.

The Nuclear, Radiological and Scientific Response Programs Branch develop and maintain the provincial nuclear emergency management program. This includes coordinating provincial scientific activities, emergency plans, programs, exercises, procedures and policies to support Ontario's off-site responsibilities in the preparedness for, response to, and recovery from a nuclear or radiological incidents. Furthermore, the Branch provides advice and assistance to a broad range of public sector partners (provincial, federal, municipal, Indigenous) and private sector stakeholders, particularly with respect to their nuclear accountabilities under the Provincial Nuclear Emergency Response Plan.

As a Senior Nuclear Program Advisor you will provide project leadership, advice, expertise, and strategic analysis in developing and implementing new or amended policies and programs.

NOTE: This position will require occasional travel within the province

• Plan and organize program development and implementation activities related to the provincial nuclear emergency management

Technical Knowledge

• You have knowledge of federal emergency management, related legislation, regulations, and policies/programs
• You have advanced knowledge of the theories, principles, and practices of nuclear emergency management, provincial and federal emergency management
• You have advanced knowledge of issues affecting the province, nuclear emergency management trends and developments in academic and scientific communities

Leadership and Project Management

• You have the ability to lead and coordinate project teams in program development
• You can plan, organize, coordinate and control work of multiple project teams and project team members and external consultants

Communications and Interpersonal Skills

• You will provide advice to senior management, peers and internal and external stakeholders on the development and implementation of new approaches to nuclear emergency management (e.g. compliance policy).
• You will coordinate and develop Ministerial/Cabinet level briefings, and other policy materials
• You have demonstrated excellent oral and written communication skills to prepare, present, and communicate written material, reports, briefs, notes, and other technical material and submissions to senior management.

Analytical and Problem-Solving Skills

• You can perform strategic analysis related to nuclear emergency management issues ( compliance policy, permitting policy, economic instruments),
• You have the ability to develop new work methods, procedures, and techniques, to improve the efficiency and effectiveness of strategic analyses processes.
