The Digital Health Program Branch, Ministry of Health is seeking a highly motivated self-starter with exceptional leadership, business acumen and stakeholder management skills to shape healthcare and digital health investment strategy for Ontario's health system.

Our team:Digital Health Program Branch designs new business and investment strategies to transform our citizens' experience of healthcare. The branch leads the development of digital health strategy and policy for the province of Ontario across all sectors of healthcare and manages the Ministry's digital health investment fund. In addition, the branch collaborates with healthcare delivery organizations, such as crown agencies, hospitals, community organizations and others, to implement government strategy.

About the job

In this role, you will:

• Oversee and manage the planning, development, evaluation and implementation of strategic programs to support delivery, transformation and change management initiatives of provincial digital health programs.
• Lead and direct stakeholder relations, consultations, engagement and facilitation and oversee partnership and consensus building in developing, promoting and delivering programs that support ministry strategies and goals.
• Provide expertise and advice to ministry senior management and staff on program development and implementation options, recommendations, risks and issues management strategies.
• Oversee the design and establishment of program review models, evaluation processes and methodologies.
• Lead and manage the development of policy and program revisions and provide evidence-based recommendations.
• Lead projects to research, analyze and develop business and change management proposals and strategies to maximize the effectiveness of programs and service delivery.
• Lead business, financial, and strategic planning for ministry programs/ operations and services.

• You have demonstrated leadership and management skills with experience leading professional staff to achieve results on high-profile initiatives.
• You have had success in building high performance, diverse teams and developing capacity.
• You have led, delivered and implemented, large scale, multi-disciplinary and complex policy projects in a fast-paced environment.
• You have knowledge of human resources, including succession planning, talent management and employee relations.
• You are an experienced negotiator who can find business-oriented and collaborative solutions for complex issues.

Digital Health and Health System Knowledge

• You have a strong understanding of Ontario's healthcare system and digital health landscape, including the broad socio-economic issues impacting provincial healthcare, models of healthcare and digital health delivery, funding, governance and related critical issues.
• You have knowledge of policy development, planning and coordination processes.
• You have excellent analytical and critical thinking skills

Relationship Management and Communication Skills

• You have political acuity in briefing senior ministry officials and managing sensitive and contentious issues.
• You have demonstrated experience leading internal and external consultations and stakeholder negotiations/meetings including those across divisions and ministries.
• You use effective communication, negotiation and conflict management skills to build credibility and consensus with colleagues, stakeholders and senior leaders.
• You have well-developed written communication skills to develop and implement communication strategies and products to promote the program.
