The Information and Privacy Commissioner of Ontario is an administrative tribunal responsible for the Freedom of Information and Protection of Privacy Act (FIPPA), the Municipal Freedom of Information and Protection of Privacy Act (MFIPPA), the Personal Health Information Protection Act (PHIPA) and Part X of the Child, Youth and Family Services Act (CYFSA). Under these acts, the Information and Privacy Commissioner, Tribunal and Dispute Resolution Division: resolves access to information appeals and complaints when government, health care practitioners/organizations and service providers refuse to grant requests for access or correction; and investigates complaints with respect to the privacy of personal information and personal health information held by government, service providers and health care practitioners/ organizations.

What can I expect to do in this role?

As a Mediator, you will:
  • Mediate appeals primarily under FIPPA and MFIPPA
  • Explain the operation of these acts to appellants, and the purpose and process of mediation
  • Investigate the circumstances and gather facts surrounding appeals
  • Attempt to resolve appeals through mediation by ascertaining positions of the parties, investigating means of settlement and determining mediation strategies and approaches;
  • Interpret a broad range of legislation to analyze and determine their applicability to access and correction rights under these acts;
  • Conduct research, analyzing past precedents, and where possible, providing parties with advisory opinions on the likely outcome of the appeal;
  • Complete all required documentation on the case management system and issue Mediator's Reports.
  • Improve customer service through participation in institution relations and appellant relations programs
  • Manage a caseload of appeal files and work within mediation timelines
  • In limited instances, act as a delegated decision maker under FIPPA and MIFIPPA, conducting research, analyzing past precedents, and issuing final written decisions with reasons for all cases that do not settle.


How do I qualify?

You will qualify for this position by demonstrating:

Knowledge:
  • Post-secondary education in a related field, or an equivalent combination of education and experience. Understanding of administrative law concepts.
  • Understanding of the provisions and the operation of FIPPA, MFIPPA, PHIPA, and CYFSA.
  • Proven mediation skills and a strong customer service and resolution-oriented approach to conflict situations.

Interpersonal and Relationship Management Skills:
  • Ability to establish effective working relationships with employees, management and with both internal and external clients.
  • Ability to work both independently as well as act as an effective team member.

Analytical, Research and Project Management Experience:
  • Well-developed analytical/problem solving skills.
  • Ability to plan and conduct extensive research and prepare written reports, evaluations and recommendations.
  • You can identify risks and barriers to mediation decisions.

Communication and Presentation Skills:
  • You have well-developed oral communication skills to respond to issues and provide recommendations.
  • You have strong written communication skills to prepare reports and promote initiatives to internal and external stakeholders.
  • You have experience using standard computer software applications (e.g. word processing, spreadsheet) to research and prepare materials.

Asset Qualifications:
  • Having the ability to communicate (orally and in writing) in French is an asset.
