About the job
In this role, you will:
• conduct desktop reviews of Brownfield submissions including Record of Site Conditions under O.Reg 153/04
• ensure compliance of submitted documents with relevant environmental legislation
• review conceptual site models
• prepare and present scientific information
• assist in the development of procedures and guidelines
• respond to enquiries from the public and prepare correspondence
• provide expert advice to qualified persons and other stakeholders
• assist other Ministry staff in technical reviews of environmental site assessment reports
• design and conduct field sampling investigations, including supervision of drilling activities
What you bring to the team
Mandatory requirements
• You must be registered to practice professional geoscience in the province of Ontario (i.e., member of Professional Geoscientists Ontario (P.Geo) or equivalent).
• You must have a valid class 'G' driver's licence or equivalent, as recognized by the Province of Ontario. The offer of employment is conditional upon the successful candidate providing proof that they have a valid driver's licence upon being hired.
Environmental Knowledge:
• You have knowledge and experience in contaminant hydrogeology and remediation including related theories, principles and practices.
• You have experience conducting field investigations that include soil and groundwater sampling, and restoration and remediation methods to assess site conditions.
• You are knowledgeable about environmental legislation, policies, procedures and guidelines which includes Records of Site Condition Regulation - Ontario Regulation 153/04, On-Site and Excess Soil Management – Ontario Regulation 406/19, Environmental Protection Act & Ontario Water Resources Act.
Analytical and Research Skills:
- You have experience assessing contaminant fate and transport in the environment.
- You have knowledge of analytical principles and practices, data interpretation, data quality assurance and quality control.
- You are aware of field investigation techniques for conducting environmental site assessments, including soil, groundwater and sediment sampling methods.
- You have skills in applied research, investigation and project management to design field sampling programs; to assess and evaluate environmental issues; to determine compliance; and to lead/conduct the collection of data, etc.
- You have experience completing data analysis, evaluation and report preparation activities related to compliance, field data collection, and migration of contaminants.
- You have demonstrated reasoning and judgment skills to lead discussions involving conflicting approaches/opinion and excellent judgment to exercise sensitivity in contentious or high profile environmental and land use development issues.
- You have analytical and problem-solving skills to analyze data, including those collected with computer modeling programs.
Communication and Interpersonal Skills:
• You are able to prepare and present technical assessments/recommendations and scientific reports.
• You have communication and presentation skills to present scientific and opinion information as expert testimony before the courts or at quasi-judicial hearings, as well as at municipal councils, public meetings or to other staff.
• You have interpersonal skills to persuade and influence diverse interests (e.g. qualified persons, property owners, municipalities, stakeholders) to accept the Ministry's position.
Judgement and Tact:
- You can tactfully lead discussions and present information with conflicting approaches or scientific opinion to various audiences.
- You use political acuity when managing contentious or high profile environmental and land use development issues.
Computer Proficiency:
Computer proficiency:
• You are familiar with computer modeling and other software applications to utilize and lead others in the utilization of technologies to support data analysis, evaluation and report preparation activities.
• You are proficient with common office productivity software, such as email, word processing, spreadsheets and databases.
