Are you ready to take on a pivotal role focused on improving performance in the public safety sector to make everyone in Ontario safer?

The Inspectorate of Policing of Ontario (IOP) is the first of its kind in Canada. It will utilize its inspections, investigations, liaison and data-powered analytics to ensure compliance and enhance the effective delivery of policing and public safety services, modernize police governance, and ultimately, improve public confidence.   

The IOP is looking for a seasoned leader to take on the role of Deputy Inspector General of Policing (DIG) under Ontario's Community Safety and Policing Act, 2019 (CSPA), once in force. The DIG will provide day-to-day oversight of the IOP's Inspections, Investigations and Liaison Branch (IILB), whose units are responsible for executing the IOP's unique compliance, enforcement and advisory functions – including a new, specialized First Nations Liaison Unit.

Reporting to the Inspector General of Policing of Ontario, you will provide operational leadership over:

  • All aspects of the IILB's mandate, including: public complaints process and investigations; planning and delivery of inspections and reporting on results across the public safety sector; identifying compliance issues and mobilizing to proactively and reactively respond to them; advisory and liaison services for police chiefs, police boards, First Nations police chiefs and boards that opt-in to the CSPA, and special constable employers; and, public reporting activities;
  • The interpretation and application of the CSPA and its regulations in executing the Inspector General of Policing's duties and authorities, including risk-based, progressive regulatory compliance and enforcement activities that improves sector performance and enhances public confidence, and is evidence-based, transparent, fair, and meets prescribed timelines; and,
  • Integrating the IOP's data and analytics-driven capacity into its compliance and enforcement operations, so the organization can support Ontario as an international leader in the public safety space.

    You will apply your exceptional stakeholder management skills in developing respectful and trusting relationships with partners and stakeholders to advance the IOP's mandate, including: municipal police services, chiefs and police service boards; First Nations police services, chiefs and police service boards; OPP detachment boards; special constable employers; police and public safety professional associations; and, community organizations and groups.

    The Deputy Inspector General of Policing will lead four management and staff teams working collaboratively with the IOP's Centre for Data Innovation and Intelligence Branch, as well as other partners to advance performance improvements in the delivery of public safety services and modernizing police governance based on data and best practices.

    The successful incumbent will have a professional track record of integrity, accountability, and demonstrated ability to make strategic decisions in a challenging environment, while giving weight to lived and diverse experiences on public safety policy issues.

    About the job

    Reporting to the Inspector General of Policing, the Deputy Inspector General will:

    • Provide progressive vision and leadership in the development, execution and ongoing evaluation of the strategic and operational delivery framework of the Inspections and Investigation and Liaison Branch (IILB).
    • Provide operational leadership and workforce management of four, functional IILB teams – Public Complaints, Investigations and Compliance, Inspections, Advisory and Liaison Services, and Specialized First Nations Advisory and Liaison Services.
    • Direct and lead the planning and delivery of IILB's regulatory oversight functions, including public complaints and investigations, inspections and audit, compliance management, advisory and liaison services, and public reporting activities.
    • Monitor results and provide findings and recommendations to the Inspector General of Policing.
    • Support the Centre for Data Intelligence and Innovation in the development and implementation of data and analytics utilized in monitoring and compliance activities, and in the preparation of published reports and analyses.
    • Proactively work to support, and reactively mitigate public safety and policing issues that fall under the mandate of the Inspector General of Policing, including issues that receive significant public and media attention.
    • Lead outreach, engagement, and collaborative work with government and sector partners in support of furthering the IILB's functional mandate and the Inspectorate of Policing's mandate.
