About the job

The Procurement Advisor is responsible for coordinating and preparing requests for quotations and proposals for the procurement of equipment and services. In addition, this position administers ongoing contracts.

Home Location: Provincial Office - Toronto

Reporting to: Manager, Strategic Sourcing and Financial Management Policy

Salary Range: $78,620.29 - $91,142.46 per annum

Key accountabilities:
• Reviews specifications and prepare appropriate bid documents in conjunction with requisitioning departments
• Coordinates competitive bidding processes to ensure compliance with policy and regulations
• Prepares contract language based on precedent, practice and need
• Researches information on equipment and obtains equipment/material from various sources
• Participates in contract negotiation
• Prepares purchase orders as required and resolves issues with suppliers to expedite orders
• Maintains files/records in accordance with audit requirements
• Interacts with Departments to ensure that products and services received from suppliers conform with quality control requirements
• Prepares purchasing reports and recommendations for procedural improvements
• Provides assistance and advice to client departments regarding purchasing matters
• Provides input on procurement to mmulti functional teams
• Any other duties which may be assigned from time to time

What you bring to the team


Qualifications:

• Post-secondary studies in materials/operations management and or equivalent combination of education, training and experience, along with PMAC, APICS or SCMP courses or accreditation
• Knowledge of computerized financial and purchasing systems (e.g. PeopleSoft)
• Experience in implementation/upgrade of purchasing module of an ERP system
• Good understanding of the procure to pay process
• 3 to 4 years of purchasing experience, including formal tendering and contracting experience
• Experience in reviewing and preparing bid, RFQ or RFP documents, and contracts used in a broader public-sector procurement environment
• Experience providing advice on procurement, contracting and contract management preferably in a broader public sector setting
• Experience in the development and application of purchasing related KPIs
• Knowledge of supply chain strategies, market conditions, price trends
