Effective April 1, 2024 the salary range for this position is $82,217 to $121,155 per year in compliance with AMAPCEO collective agreement provisions. The new rates, effective retroactive to April 1, 2024, were recently confirmed and dates for implementation of the new salary rates are still to be determined.

About the job

In this role, you will:

• Provide strategic advice and expertise to ministry clients throughout all phases of the procurement process, ensuring compliance with public procurement policy and making recommendations on procurement strategy and methods as a subject matter expert
• Provide technical leadership and guidance to ministry procurement staff and internal clients involved in the procurement process
• Collaborate with central agency partners and research trends, issues, and emerging developments impacting current procurement policies
• Build and sustain strong, positive, effective working relationships with ministry clients, vendors, and stakeholders
• Foster innovation in procurement through advanced procurement planning, market/industry knowledge, and developing procurement approaches and processes that meet procurement principles such as fair and transparent access to government business and value for money
• Promotes appropriate controllership mechanisms to ensure ministry compliance with regulatory, legal, procurement, financial, ministry policy commitments and increases procurement knowledge across the ministry by overseeing the delivery of targeted training sessions for ministry staff
• Leads continuous improvement efforts through all phases of the procurement process, delivering services through lean processes
• Develop and deliver executive level presentations and conduct procurement training sessions

What you bring to the team


Technical Knowledge

• You have comprehensive knowledge of public procurement policies, methods and procedures.
• You have business knowledge, including alternative service delivery concepts, contractual law and trade agreements.
• You have knowledge of contract management, financial management, including budgeting and reporting methods, and accounting and controllership practices.

Communication and Interpersonal Skills

• You have strong communication skills with proven experience preparing and delivering executive-level presentations and reports.
• You have highly developed tact, negotiation and interpersonal skills enabling you to build effective partnerships to advise, consult, negotiate and promote cooperation to achieve procurement objectives.

Planning, Organizational and Problem Solving Skills

• You have demonstrated planning, organizational and problem-solving skills to identify and manage issues, identify risks and develop mitigating strategies to successfully carry out major procurement projects.
• You have experience interpreting directives, guidelines, legislation, and regulations and researching procurement trends and developments in the public and private sectors.
