The Ministry of the Solicitor General is seeking to fill a Temporary Absence Coordinator position within the Thunder Bay area. The successful individual will coordinate the Reclassification and Temporary Absence Programs at the Thunder Bay Correctional Centre.

Effective January 1st, 2024 the salary range for this position is $1213.06 to $1484.47 per week in compliance with OPSEU Correctional Bargaining Unit collective agreement provisions. The new rates, effective retroactive to January 1, 2024, were recently confirmed and dates for implementation of the new salary rates are still to be determined.

About the job

Provide classification and related services by:
• interviewing offenders for preparation of Classification Records and making informed recommendations to social workers for treatment or other needed programs
• assisting with the identification of: suitable candidates for Institution or Community based programs; arranging for referrals to needed programs locally or at other centres;
• being fully knowledgeable of Ministry Standards and Procedures as they apply to any activity assigned or undertaken by the TA Coordinator;
• maintaining on going personal and professional contact with all levels of institution staff;
• interviewing and assessing offenders' suitability for the internal work programs and making recommendations
• conducting interviews, compiling histories on offenders;
• contacting schools, police, welfare agencies, etc. to obtain information relevant to offender's social development;
• preparing reports of offenders' social histories and sharing this information with professional and administrative staff at the TBCC;
• assisting institution social work staff with the admission of offenders into local treatment programs based of identified needs;
• participating in the ongoing internal classification/reclassification process with a view of obtaining optimum benefit from the use of special needs beds;
• liaising with National Parole Board, Ontario Parole Board, Probation and Parole Offices, local Courts, Offender Classification and Transfer Branch and other Ministry and outside agencies;
• coordinating placement of offenders into appropriate institution work programs.

Administer the Temporary Absence Program by:
• informing all offenders of the Temporary Absence Program and procedures
• assisting offenders in the completion of the TA application form and determining travel arrangements, costs, etc. in cooperation with Offender Records staff
• liaising with Offender Records staff to verify and collect information
• assessing the TA application by confirming treatment plans, family support, community and police reaction;
• scheduling regular Temporary Absence Program Committee meeting to review applications;
• monitoring offender participation in the program through regular contact with employees, family members, treatment centres, or educational facilities;

Provides other related institutional services by:
• responding to requests for information from various institution personnel regarding offenders
• representing institutions as assigned as member of Speaker's Bureau sitting as a voluntary member of various community based committees
• preparing and providing classification reports to Temporary Absence Coordinator
• serving as a member of the institution's Temporary Absence Committees
• contributing, as appropriate, to institution Public Relations
• participating in Orientation and Training of Student Placements
• establishing contacts and promoting relationships with outside agencies and community resources
• sitting as a member of Program Coordination Committee
• sitting as a member of the local Classification Committee Manager has the right to assign additional duties

What you bring to the team


Policy and Legislation Knowledge:

You have:
• knowledge of legislation, e.g. Ministry of Correctional Services Act, Ministry policies/procedures and programs relating to the classification process.
• knowledge of Victim Services, Ontario Parole and Earned Release Board and Freedom of Information and Protection of Privacy Act (FIPPA).
• the ability to work in accordance with legislation and Ministry policies/procedures relating to the classification and discharge procedures for offenders.

Interpersonal and Facilitation Skills:

You have:
• the ability to obtain information from offenders, families and community contacts, and to assess offender needs, motivation and suitability for program placement.
• the ability to obtain information and make recommendations based on the established criteria, offender suitability for Institution and program placement.
• the ability to skills to resolve issues or matters pertaining to offender classification, program placement and discharge plans, i.e. availability to program space, training, specialized treatment resources.
• the ability to ensure recommended classification and discharge planning decisions adhere to Ministry standards and procedures

Technical and Correctional Knowledge:

You have:
• the ability to assist in the formulation of discharge plans, and the ability to input/retrieve offender data, prepare and maintain reports and statistics.
• knowledge of the justice system, court processes and court documentation, as well as Policing Services, and Immigration.
• knowledge of the CPIC system, institutional operational and administration usually acquired through significant experience in a correctional setting
